EXECUTIVE
SUMMARY: Macy's is requesting approval of a Site Plan for Market by Macy's Patio on
property described as Lots 2R1 and 3R1, Block 3R2R, Southlake Town Square
Phase I and Phase IV and Lot 1, Block 3R1, Southlake Town Square Phase I,
additions to the City of Southlake, Tarrant County, Texas, and located at 301
State St. (store address is 321 State St. and also addressed as 300 Grand Ave.
by Tarrant Appraisal District), 1361 Federal Way, and 1400 Civic Place,
Southlake, Texas. Current Zoning: "D7 Downtown District. SPIN Neighborhood
#8.
DETAILS: The applicant is requesting approval of a Site Plan to add an outdoor patio
adjacent to the existing Market by Macy's that will require removing three
parking spaces and reconfiguring the sidewalk.
ACTION NEEDED: 1) Conduct a public hearing

SOUTHLAKE 2035 PLAN: Consolidated Land Use Plan
The "Town Center" purpose and definition in the 2035 Land Use Plan is
as follows:

Purpose: The purpose of the Town Center land use district is to
encourage the creation of a pedestrian -oriented, mixed -use urban
environment that serves as Southlake's downtown and center of
community life.
Definition: The Town Center land use designation is intended to
enhance and promote the development of the community's downtown.
The goal is to create an attractive, pedestrian -oriented environment that
becomes the center of community life in Southlake. It may include
compatibly designed retail, office, cultural, civic, recreational, hotel and
residential uses. All uses shall be developed with a great attention to
design detail and will be integrated into one cohesive district or into
distinct sub -districts, each with its own unique characteristics. A mix of
different uses is encouraged to create a vibrant, lively, and unique
environment.
CITIZEN INPUT: A SPIN meeting was held on August 24, 2021. See the meeting report
attached separately.
PLANNING AND ZONING
COMMISSION ACTION: September 9, 2021; Approved (7-0) subject to the staff report dated
September 3, 2021 and Site Plan Review Summary No. 2, dated
September 3, 2021 with the recommendation that staff evaluate the
encroachment agreement to consider removal of the railing or fencing in
the event the tenant vacates the space or the space becomes unused at
some point.

GENERAL COMMENTS:
This review is preliminary. Additional requirements may be necessary with the review of the
civil construction plans.
2. Please submit a Site Plan that shows and labels all existing right-of-way and easements.
A Joint Use and Encroachment Agreement will be required for encroaching into the public
right-of-way and the public utility easement. The encroachment agreement will be required to
go to city council for approval, however, the required approvals from the franchise utilities will
not be required prior to going to city council but will be required prior to final approval.
There is an existing sewer manhole located within the proposed patio that is serviced monthly.
In order for Public Works Wastewater division to approve the encroachment agreement it shall
be noted that all patio furniture located above, or directly adjacent to the city sewer manhole
shall not be bolted down and or permanently fixed. Also, proposed fencing shall allow for
unimpeded access to the manhole and the ability to enter with confined space equipment.
