Subject: Item 4G - Resolution No. 21-029, adopting the proposed framework, role,

Action
Requested: Approve Resolution No. 21-029, adopting the proposed framework, role,
responsibilities and providing appointment of a Target Industry Recruitment
Task Force with oversight from the Community Enhancement and Development
Corporation.
Background
Information: Through the City Council adoption of the Southlake 2035: Economic
Development Master Plan Addendum in March of 2021, established strategic
goals for the Economic Development & Tourism Department. One of these
strategic goals was to achieve economic prosperity through tax and
employment base growth, attracting investment of private capital into our
economy that grows jobs, creates opportunity, increases tax revenue.
Recommendation EDA1, within the plan, directs the City to utilize relevant
economic health data to evaluate Southlake's commercial centers and work
with property owners to identify challenges and potential solutions to filling
vacant spaces in the post -pandemic economic environment. To help achieve
this effort, the City must also dedicate its time to attract an increased daytime
population by recruiting new businesses that bring shoppers and diners to the
community. To this end, the City Council has asked City staff to work with the
Community Enhancement and Development Corporation (CEDC) to develop
the framework, role, and responsibilities for a Target Industry Recruitment Task
Force.
With the development of this task force, they will be able address and engage
with potential target industry businesses and corporate prospects looking to
relocate to Southlake and assist the City in achieving its economic goals.
Strategic Link: This item specifically addresses the City's critical business outcome CB04 by
optimizing the City's commercial tax base by attracting high quality new
businesses to reduce the tax burden on residential taxpayers. It also supports
the City's efforts in attracting & keep top -tier businesses to drive a dynamic &
sustainable economic environment (C4) and enhancing the sense of community
by providing excellent customer service and citizen engagement opportunities
(C6).
Financial
Considerations: Any financial considerations will be presented to the City Council in the
proposed FY 2022 budget.
Legal Review: The proposed resolution will be reviewed by the City Attorney.
Board Review: On June 22, 2021 the Community Enhancement and Development Corporation
(CEDC) worked with City staff on the development of the mission, operating
guidelines and appointment considerations of the proposed Target Industry
Recruitment Task Force with the following considerations:
All task force member appointees are to work closely with City staff to
ensure proper representation of the City's interests.
To ensure the task force has the most current information on our target
industries, the CEDC is asking City staff to update the target industry study
conducted in 2013.
Alternatives: The City Council may consider any of the following alternatives if not approving
the resolution as presented:
A. Modify the proposed framework, role, responsibilities of the Target Industry
Recruitment Task Force under Resolution 21-029.
B. Deny the proposed framework, role, responsibilities of the Target Industry
Recruitment Task Force under Resolution 21-029.

RESOLUTION NO. 21-029
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS THE
CITY COUNCIL IS ADOPTING A FRAMEWORK FOR A
TARGET INDUSTRY RECRUITMENT TASK FORCE AND
DEFINING THE ROLE AND RESPONSIBILITIES OF SUCH A
TASK FORCE AND PROVIDING THE APPOINTMENT FOR
REPRESENTATIVES TO SERVE ON THE TASK FORCE.
WHEREAS, the City of Southlake, Texas ("City") wishes to optimize the City's
commercial tax base by attracting high quality new businesses to reduce the tax burden on
residential taxpayers; and
WHEREAS, the formation of a Target Industry Recruitment Task Force would assist
with the attraction of target industries resulting in the retaining of high -quality jobs, developing
vibrant communities, and improving the quality of life in the community; and
WHEREAS, the City Council is adopting a framework, role and responsibilities of a
Target Industry Recruitment Task Force with a recommendation of the Community
Enhancement and Development Corporation; and
WHEREAS, the City Council will appoint members to this Target Industry Recruitment
Task Force similarly as it appoints members of the public to various boards, commissions and
committees; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1. All the findings in the preamble are found to be true and correct and the City
Council does hereby incorporate said findings into the body of this resolution
as if copied in its entirety.
SECTION 2. The Mission of the Target Industry Recruitment Task Force shall be to
facilitating and assisting in the recruitment and attraction of target industry
prospects to the City of Southlake, demonstrating the City's value, premier
location, skilled workforce & talent, world class businesses, high quality of
life, and thoughtfully planned community.
SECTION 3. The Target Industry Recruitment Task Force shall work under these
operating guidelines:
Goal 1: Grow Southlake's Target Industry economic base
• Collaborate with City staff to meet with target industry business
prospects
Goal 2: Support corporate recruitment to the community
• Identify target industry business prospects and recruitment
opportunities that would benefit Southlake
Goal 3: Foster collaboration between target industries and the community
• Serve as ambassadors to business prospects or businesses that
have relocated by providing community resources and local contacts
Goal 4: Elevate the Southlake brand and value proposition
• Work with and advise City staff and the CEDC on target industry
communication and recruitment marketing efforts
Goal 5: Advise community leaders on business recruitment efforts
• Evaluate business prospects compatibility based on adopted
economic development goals
• Provide regular updates on recruitment efforts to the CEDC
SECTION 4. The Target Industry Recruitment Task Force appointments shall be made
under the following terms:
1) All appointments to the Target Industry Recruitment Task Force shall be
made by the City Council
2) Task Force terms are 1-year unless reappointed by Council or task force
member resigns
3) Task Force members shall be residents or business representatives of
the community
4) Task force will be made up of up to 7 appointed members
5) The Task Force will be made up of 50% Southlake residents
6) Task force will sunset in two years unless reauthorized by the City
Council
SECTION 5. The following representatives are appointed to serve as task force members
under the framework provided in this resolution and until their successors
have been duly appointed and qualified by the City Council.
