Item 14 - 2035 Corridor Committee Meeting Report Southlake 2035 Corridor Planning Committee Meeting Report Meeting 33 – August 23, 2021 MEETING LOCATION: 1400 Main St., Southlake, Texas 76092 City Council Chambers IN ATTENDANCE: • City Council Members: Kathy Talley, Amy Torres-Lepp, Randy Robbins • Planning & Zoning Commission Members: Daniel Kubiak, Gina Phalen, Michael Springer, Austin Reynolds • Park Board Member: Frances Scharli • Ex-Officio Member: Shawn McCaskill • City Staff: Ken Baker, Dennis Killough, Madeline Oujesky AGENDA ITEMS: 1. Call to Order. 2. Administrative Comments. 3. Review, discuss and make recommendations on the Learning Experience for a proposed 10,000 square foot day care facility building on approximately 1.136 acres located at 100 River Oaks Drive. 4. Review, discuss and make recommendations on Pecan Creek Offices proposing 2 medical/general office buildings totaling approximately 23,658 square feet on 2.31 acres located at 731 Zena Rucker Road . 5. Review, discuss and make recommendations on Carillon Parc located at the northeast intersection of E. SH 114 and N. White Chapel Boulevard and south of E. Kirkwood Boulevard. 6. Adjournment. MEETING OVERVIEW: On August 23, 2021 the Southlake 2035 Corridor Planning Committee held their thirty-third meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting . Southlake 2035 Corridor Planning Committee Item #4 – Pecan Creek Offices Meeting #33 – August 23, 2021 Page 3 ITEM #4 DISCUSSION – Review, discuss and make recommendations on Pecan Creek Offices proposing 2 medical/general office buildings totaling approximately 23,658 square feet on 2.31 acres located at 731 Zena Rucker Road . Staff presentation: Dennis Killough • Zoning: S-P-2 (480-706) • Future Land Use Plan: Office Commercial • Proposed Concept Plan o Building 1: 12,542 sq. ft. o Building 2: 12,250 sq. ft. • Retention pond for development on property o Would be reconstructed as an underground system with this proposal • Proposed re-zoning: S-P-1 o Previous zoning included 3 buildings approx. 18,000 sq. ft. o Proposed zoning includes 2 buildings approx. a little less than 25,000 sq. ft. – proposed 57% medical office Questions for staff by the Committee: Daniel Kubiak: This is consistent with land use, but would need a rezoning? Dennis Killough: Yes, that is correct. Daniel Kubiak: Drainage for underground storage, how does city staff view that? Is there confidence that it will work long term? Dennis Killough: We know of some that have no issues; however, the most recent one did have some soil and structural issues. Michael Springer: Would this detention pond roll over to the creek structure? Dennis Killough: Yes, it runs into the creek/channel that runs behind Matthews Court and Rockenbaugh Elementary. Michael Springer: So, the picture of the pond we just saw was full of water, when it is supposed to be dry. Did it rain recently to fill the pond? Dennis Killough: No, the pond is intended to retain water. Kathy Talley: Okay this clarifies it. You mentioned it was a detention pond, but it looks like a retention pond. Dennis Killough: Yes, you are correct. I said detention but it is technically a retention pond. Frances Scharli: What is that to the side of the property? Dennis Killough: That is a drainage channel. Frances Scharli: Does this pond flow into that at all? Amy Torres-Lepp: And Matthews Court is to the left? Dennis Killough: Matthews Court is on the other side. Frances Scharli: Is there a floodplain on this? Dennis Killough: Yes, there is. Applicant presentation: N/A Questions for applicant by the Committee: Michael Springer: Biggest concern in my mind is the retention pond situation. Tell me more about your plans for the underground structure. Applicant: Designed the facility to take all the drainage underground. Working with city staff to ensure everything is constructed correctly and soundly. Michael Springer: The intent is for the outfall to be into the street? You are not intending to retain any water underground? I know there will be some control mechanisms, but you are planning for this pond to remain empty unless there is rain. Applicant: Yes. Gina Phalen: The tree line is on the south side of the property. Will those trees remain? Applicant: Yes, maintaining most of the trees. Daniel Kubiak: Summary of your feedback – people will ask questions about the underground detention water plan. Tree preservation and the landscape plan will be something we look at as well. Frances Scharli: I like the idea of connecting a trail. This would be consistent with our pathways master plan. Austin Reynolds: The quality of the underground detention will be im portant. I am a little concerned with the amount of coverage. Applicant: We have a large line item in the budget for detention. We plan on doing it 1st class and what the city will be happy with. Quite frankly, development, land, and construction costs are high, so we need to be efficient with land usage. That is what has driven the decision to place the detention underground.
