proposing 9 single family residential lots on approximately 9.87 acres
located at 2645, 2725, 2735 and 2745 Ridgecrest Drive.
5. Review, discuss and make recommendations on 603 N. Kimball Avenue
development proposing 6 single family residential lots on approximately
3.75 acres located at 603 N. Kimball Avenue.
6. Review, discuss and make recommendations on the proposed Greenway-
Kimball Crossing development of two (2) flex office buildings on
approximately 8 acres located at 2175 and 2185 E. Southlake Boulevard,
generally located south of E. Southlake Boulevard, west of S. Kimball
Avenue and north of S. Village Center Drive.
7. Review, discuss and make recommendations on the proposed
development of residential single family townhomes on the Shivers -Utley
tract being approximately 22 acres located at 1835 Shady Oaks Drive,
generally located along the west side of W. State Highway 114, 1200 feet
south of W. Dove Road.

MEETING
OVERVIEW
On June 2, 2021 the Southlake 2035 Corridor Planning Committee held
their thirty-second meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City's website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #5 DISCUSSION — Review, discuss and make recommendations on 603 N.
Kimball Avenue development proposing 6 single family residential lots on
approximately 3.75 acres located at 603 N. Kimball Avenue.

o Street stub terminating into the site boundary from Cotswold Valley Ct.
• Future Land Use: Medium Density Residential
• Zoning: AG
• Proposed Concept Plan A
o Six residential lots with a street connection to Still Water Ct. to the north
and Cotswold Valley Ct. to the south.
o Proposed zoning is "R-PUD"
• Proposed Concept Plan B
o Six residential lots with a street connection to Still Water Ct. to the north
and Cotswold Valley Ct. to the south.
o Proposed zoning is "R-PUD"
• Proposed Concept Plan C
o Six residential lots with 4 lots fronting on Still Water Ct. and 2 lots
connecting to Cotswold Valley Ct. via an access easement.
o Proposed zoning is "SF-20A"

Applicant presentation: Curtis Young
• Concept A
o Issues - street pointing directly into second house on Still Water Ct. -
neighbors not a fan of headlights into house.
• Concept B
o Lots 1, 2, and 3 facing Still Water Ct.
o Road curve off second house on Still Water Ct. — street is longer than in
Concept A
o Talked to a homeowner on Still Water Ct. - thought it was a good idea and
knew something would happen here eventually.
• Concept C
o No through street
o Lot 1, 2, 3 & 4 front on Still Water Ct.
o Lot 5 & 6 would be accessed at the end of Cotswold Ct.

Questions for applicant by the Committee:
Michael Springer: Prefer Concept B - makes sense for me. Through street with
connectivity. Do not care for Concept C.
Amy Torres-Lepp: Do not like Concept A. Favorite is Concept is B, Concept C is
second.
Randy Robbins: I like Concept B or C - would like to know what neighbors like more.
Kathy Talley: I like Concept B as well.
Frances Scharli: Regarding the park at the end of Cotswold Valley Rd, I assume you
are not encroaching on it. How does the park play into what you're looking at?
Applicant: The park does not come up to touch the development.
Frances Scharli: I like Concept B - would like to see how neighbors feel. I also like
Concept C, but not Concept A.
Shawn McCaskill: Neighbors might like Concept C best, but having options is good.
Let the neighbors educate and lead the discussion at P&Z and City Council.
Chad Patton: Curtis, I think you need to think about what will take place on Kimball
Ave. and what it will look like. Will it be consistent with what is on Still Water Ct. Will it
extend down?
Applicant: What is happening north and south is a wall, so something similar to that.
Chad Patton: I don't like any of the concepts - I think it is too many lots and not enough
space. I prefer more of a 3-4 lot development.
Applicant: This is much larger than the land to the south of us, and to the north of us.
I'm puzzled by that comment. I know bigger lots are always better, in general.
Chad Patton: Here, we're basically cutting in a road, not cutting in a road and dropping
six lots. It's hard to do a PUD that doesn't offer something back to the neighborhood.
