The property is located at 421 E. SH 114, Southlake, Texas. REQUEST DETAILS: Case No. SV21-0013 The Methodist Southlake Medical Center is generally located approximately 1,525 feet east of the intersection of N. White Chapel Blvd. and E. SH 114. SH 114, Southlake, Texas LEGAL DESCRIPTION: Lots 1 -5, Block 1, Southlake Medical District CURRENT ZONING: "S-P-2" Generalized Site Plan District STRATEGIC LINK: C4 — Attract & keep top -tier businesses to drive a dynamic & sustainable economic environment HISTORY: March 5, 2013; City Council approved the Master Sign Plan as presented to include the revised Emergency Monument sign that was distributed during the meeting. (MSP13-002) April 16, 2013; City Council approved on the consent agenda for the amendment to the Master Sign Plan for the attached signs for the parking garage. (MSP13-004) June 2, 2015; City Council approved a sign amendment to the Forest Park Medical site for the Medical Office Building subject to the following with a list of stipulations applied to Building `1' and all other medical office buildings built on this campus; the east and west elevations will be limited to the "Southlake Medical" signs as represented on the renderings as well as the building identification number; the north elevation will be allowed a `tenant one' sign, however, the specific sign(s) shall be required to come back for Council approval; the `tenant three' sign for Clinic 21 is approved for Building '1' with the same letter type, color and illumination as the "Southlake Medical" signs on the east and west elevations; and no other proposed tenant signage is approved. (MSP15-002) September 6, 2016; City Council approved a master sign plan for the new Methodist Southlake Hospital for attached signs on the north elevation of the main hospital building, north elevation of the parking garage, dimensional letters for the outpatient discharge and parking garage, three directional signs throughout the site, and a revised entry monument sign. (MSP16-006) SIGN BOARD: August 5, 2021; Approved to deny (3-2) subject to the Staff Report dated July 30, 2021. Commissioners Springer, Rothmeier, and Dyche voted to deny the request as all believed the banners were not necessary. STAFF COMMENTS: City Council approval of the request does not eliminate the requirement for an appropriate sign application submittal prior to sign installation. The City Council may authorize variances to any restriction set forth in this ordinance, including but not limited to the number, type, area, height, or setback of signs, or any other aspect involved in the sign permitting process. b. Approval Standards. In granting any variance, City Council shall consider the following criteria: (i) Special conditions exist which are peculiar to the land, structure or building involved and are not applicable to other lands, buildings or structures in the same zone. The City may attach such conditions to granting all or a portion of any variance necessary to achieve the purpose of this ordinance, and; (ii) The strict interpretation of the provisions of the ordinance would deprive the applicant of rights commonly enjoyed by other properties in the same zone under the terms of the ordinance, and; (iii) The special conditions and circumstances do not result from the actions of the applicant and such conditions and circumstances do not merely constitute pecuniary hardship or inconveniences, and; (iv) Granting the variance will meet the objectives of the ordinance and not be injurious to the adjoining property owners or otherwise detrimental to the public welfare, and; (v) The request will be the minimum variance necessary to alleviate the special hardship or practical difficulties faced by the applicant in meeting the requirements of this ordinance; and; (vi) Granting of the variance will be in harmony with the spirit and purpose of this sign ordinance. (vii) Granting of a variance shall be specific to the subject sign(s). Any modification of the signage approved by the variance or the installation of new or replacement signage that does not meet the specific requirements of the City Council variance approval is prohibited and will be deemed non -compliant. Application Process. Any request for a variance shall be made to the Administrative Official and be accompanied by a completed application and a non-refundable filing fee in the amount specified in the current fee schedule adopted by City Council.
