EXECUTIVE
SUMMARY: On behalf of Methodist Health System, Perkins & Will is requesting approval of
a Site Plan for Methodist Southlake Hospital Emergency Department and
Nuclear Medicine Expansion on property described as Lot 1 R, Block 1,
Southlake Medical District, an addition to the City of Southlake, Tarrant County,
Texas, and located at 421 and 441 E. S.H. 114, Southlake, Texas. Current
Zoning: "S-P-2" Generalized Site Plan District. SPIN Neighborhood #7.
DETAILS: The applicant is requesting approval of a Site Plan to add a one-story,
approximately 6,000 square foot addition to the existing hospital for an
expansion to the emergency department and to provide new nuclear medicine
facilities.

BACKGROUND INFORMATION

LEGAL DESCRIPTION: Lot 1R, Block 1, Southlake Medical District
LAND USE CATEGORY: Mixed Use, 100-Year Floodplain
CURRENT ZONING: "S-P-2" Generalized Site Plan District
HISTORY: -A plat for the Brightbill Addition was filed of record prior to annexation
into the City.
-"SF-1A" zoning was placed on a portion of the subject property with
approval of Comprehensive Zoning Ordinance No. 480 on September
19, 1989.
-A zoning change and concept plan (ZA07-052) from "AG" Agricultural
and "SF-1A" Single Family Residential to "S-P-2" Generalized Site Plan
was approved by City Council on July 17, 2007.
-A site plan (ZA08-080) for Phase I was approved by City Council
January 20, 2009.
-A site plan (ZA11-058) to add a four -level parking structure and to
relocate the emergency room entrance and the facilities service yard
was approved by City Council December 6, 2011.
- A Site Plan (ZA21-0016) for an above ground detention pond at to
replace the existing underground detention structure was approved by
City Council on June 15, 2021.
PATHWAYS
MASTER PLAN: The Pathways Master Plan shows an 8-foot plus, multi -use trail along
the south side of E. State Highway 114 and a <6-foot sidewalk along the
north side of E. Highland Street. Both the trail and sidewalk were
constructed with Phase 1 of the hospital.
DRAINAGE: Phase I of the development drains to the existing underground detention
basin. An above ground detention pond at to replace the existing
underground detention structure was approved by City Council on June
15, 2021.
TREE PRESERVATION: Five (5) existing interior landscape trees are proposed to be removed
and relocated to the southwest and southeast corners of the parking
garage structure.
CITIZEN INPUT: A SPIN meeting is scheduled for August 10, 2021.
A 2035 Corridor Planning Committee meeting was not held for this
project.

ON 07/30/21 AND WE OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE

The Site Plan must conform to the underlying zoning district.
The Site Plan is for the hospital lot only (Lot 1 R). The impervious coverage and open space
percentages and the number of parking spaces required and provided are calculated for the S-
P-2 site as a whole. There is a surplus of open space and parking spaces provided in the S-P-
2 district.

LANDSCAPE COMMENTS:
The proposed additions building footprint exceeds 5,000. New construction greater in size than
30% of the existing building or greater than 5,000 square feet shall require compliance with the
Landscape Ordinance as it applies to the entire square footage of the existing building and
proposed addition.
New construction which increases the square footage of the existing building by 30% or
greater than 5,000 square feet shall be required to meet the bufferyard requirements of the
Zoning Ordinance Sections 42, Bufferyards, and Section 43, Overlay Zones.
Please ensure that all required interior and bufferyards landscaping is intact and alive.
The current existing landscaping exceeds the minimum required interior enough to meet the
landscape requirements for the proposed building addition.
Five (5) existing interior landscape trees are proposed to be removed and relocated to the
southwest and southeast corners of the parking garage structure. Nine (9) Nellie R. Stevens
shrubs are also proposed to be removed but are not currently accommodated for.

DRAINAGE COMMENTS:
The grading was modified in the adjacent drive. It appears to have gone from a 4% cross
slope in existing conditions to a 5.8% cross slope. With the submittal of the building plans,
please update the cross slope to be at or less than 5%.

GENERAL COMMENTS:
Since the building is equipped with an automatic fire protection system, proper sprinkler system
coverage must be continued throughout the building. Since more than 20 sprinkler heads will be
added or relocated, submit plans to Reed Fire Protection, Green Tag Engineering or Coker
Engineering for review and approval. Call the Fire Marshal's Office for a hydrostatic test once the
work is completed at 817-748-8233.
Since the building is already equipped with audible and visual fire alarm devices, coverage must be
continued into all areas of the building to maintain compliance with NFPA 72 and the 2018
International Fire Code, with the City of Southlake Amendments, throughout the building. Submit
plans as indicated above for review and approval.
All air handlers in excess of 2000 cubic feet per minute air movement shall have a duct smoke
detector installed on the return side of the unit. Upon activation of the detector, it shall send an alarm
signal to the fire alarm panel and also shut down the air handler unit.
Portable fire extinguishers shall be a minimum 5-pound ABC multipurpose, in sufficient quantities to
meet the 75-foot travel rule.
Install emergency egress lighting with battery back-up throughout the occupancy to allow for visibility
during emergency conditions. (Also, in restrooms)
Provide illuminated exit lighting with battery back-up above all required exit doors and pathways as
required to easily locate exits.
Electrical, Mechanical and all other pertinent rooms must be labeled with appropriate signage.
Medical gas storage rooms must be labeled with appropriate signage and comply with Section 5306

of the 2018 International Fire Code and NFPA 99. (If applicable for this addition)
Emergency and Standby Power Systems must comply with Section 1203 of the 2018 International
Fire Code and NFPA 110 and 111.
Ensure all access control devices are approved and inspected by the Southlake Fire Department
before activating the devices. (Magnetic Locks, etc.)
General Informational Comments
A SPIN meeting is scheduled for August 10, 2021.
No review of proposed signs is intended with this site plan. A separate building permit is
required prior to construction of any signs.
All mechanical equipment must be screened of view from right-of-ways and residential
properties in accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones.
