Carroll to EARTC in an amount not to exceed $300,000. Action Requested: Approve the Construction Contract Award for the Dove Road and Kirkwood Boulevard intersection improvements and various pedestrian improvements along N. Carroll to EARTC in an amount not to exceed $300,000. Background Information: In February 2020, City Council approved a Residential Developer Agreement for The Metairie at Southlake addition, south of the W. Dove Rd and Kirkwood Blvd intersection. As part of the Agreement, the northbound approach of Kirkwood would be incorporated. However, construction of signalization would be delayed until the development was completed. In May 2020, City Manager's Office approved an Engineering Service Agreement for the design and construction phase services of the signalization for the remaining leg of the intersection. The Dove at Kirkwood Intersection is identified in the 2030 Master Thoroughfare Plan. In November 2020, the City Manager's Office approved the design and construction phase services for various pedestrian improvements at the intersection of Carroll Avenue and Federal Way and improvements at the rectangular rapid flashing beacon crosswalk at Carroll Avenue near Ownby Lane. Both Engineering Service Agreements were entered with Kimley Horn Associates, Inc (KHA). As design timing coincided and project scope became more refined, these projects were ultimately combined to the Dove Road and Kirkwood Boulevard intersection improvements and various pedestrian improvements along N. Carroll. The Dove Road and Kirkwood Boulevard Intersection Improvements Project aims to improve the traffic signal's safety and efficiency and accommodate a new south leg of the intersection. The project will Page 1 of 2 Item 4G also address the increase in traffic volumes and support the continuous connection of Kirkwood Blvd. Improvements to pedestrian facilities will also take place at the intersection. Along N. Carroll, Improvements taking place will include median and pavement enhancements, signing, and pavement markings, crosswalk improvements, and increased pedestrian safety. Also included are improvements for the rapid flashing beacon crosswalk at Carroll Avenue near Ownby Lane. The Improvements are based on the recommendations from the pedestrian cross study performed by KHA. Solicitation of bids for this project began on June 20, 2021, and sealed proposals were received and opened on July 14, 2020. The two proposals received for this project are shown below: Bidder Bid Amount EARTC $ 268,695.38 Durable Specialties, Inc. $ 448,280.00 City staff and the design consultant, KHA, have reviewed and scored two proposals using best -value criteria as the basis described in the project manual. The evaluation criteria for this bid were the proposed contract price, the bidder's reputation, reputation, and quality of the bidder's goods or services, the bidder's past relationship with the city, and the bidder's responsiveness. The evaluation of materials and references provided led to the recommendation of EARTC for this project. The bid from EARTC came in at $268,695 for anticipated work; staff is requesting authorization for a total of $300,000 which includes a $31,305 contingency for construction expenses that may arise due to unforeseen field conditions. Financial Considerations: Funding for the Dove Road and Kirkwood Boulevard intersection improvements and various pedestrian improvements along N. Carroll is budgeted as part of the approved Capital Improvement Program. The agreement is within the project budget. The two bids received are listed below. Bidder Total Bid EAR Telecommunications, Inc (EARTC) $268,695.38* Durable Specialties, Inc. (Durable) $448,280.00 * Note: For line item D1 (Potholing), Kimley-Horn hardcoded $20,000 on the bid form as agreed upon with the City for an allowance. EARTC inputted a separate value of $1,500 for item D1 on the bid form. The total bid presented above has added $18,500 to the original bid to account for the allowance provided by the City. Kimley-Horn and Associates, Inc. (Kimley-Horn) has reviewed both bids and contacted references for both bidders. FARTC Mathew Bushak with the City of Round Rock confirmed that EARTC completed a traffic signal improvement project at Hesters Cross Road at La Frontera Boulevard. The project was approximately $278,000 and it consisted of a new traffic signal installation at an existing four way stop intersection. The project also included sidewalk repair, signage, and pavement markings. The project was completed on time and within budget. Mr. Bushak reported that the EARTC president cares about his business and customer satisfaction. There were small change orders on the project, but nothing significant. The only issue on the project was damaged irrigation equipment at an adjacent hotel property. EARTC "owned their issues" and handled it quickly and well. Mr. Bushak noted that he "absolutely" would work with EARTC again. Brian Craig with the City of Austin indicated EARTC has a multiyear contract with the City of Austin to install vehicle detection equipment and CCTV Camera's at different locations. The project is still ongoing and is being completed within budget. There was a minor traffic control issue early on and EARTC addressed the issue immediately. Mr. Craig stated that they had to reach out EARTC to address a warranty issue once and EARTC addressed the issue immediately. Mr. Craig said he would work with EARTC again and shared that a couple of projects will bid soon, and he will not be disappointed if EARTC gets another project. Kimley»>Horn Durable Page 2 Tracy Nichols of the City of Frisco relayed that he has worked with Durable for over 25 years. They are a responsible company; their work is thorough, and their staff is experienced. Tracy indicated Durable can complete the work with minimal instructions. The only "down fall" on the contractor, and it certainly depends on the project, is scheduling. Sometimes Durable will pull away from a jobsite for a period of time and will come back to complete the project before the deadline. Mr. Nichols will continue to work Durable if given the opportunity. Chad Bartee of the City of Keller confirmed Durable completed a $245,000 traffic signal installation project at Bear Creek Parkway. The work was completed within budget and ahead of the contract time. There were a couple of minor change orders at the City's request. Mr. Bartee indicated the City called Durable to address a warranty issue. It only required one phone call to have Durable address the issue. Mr. Bartee would recommend Durable to anyone. Based on the information above, it appears that both bidders are capable of completing the project in accordance with the contract documents.
