CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy

Work Session was called to order by Mayor John Huffman 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. RECOGNITION OF SCHOOL RESOURCE OFFICER TONY PATE
Police Chief James Brandon recognized School Resource Officer Tony Pate, the recent
National Association of School Resource Officer Valor Award recipient. Following the
recognition, a photograph was taken of Officer Pate, Chief Brandon and the Council.
4. SOUTHLAKE BUSINESS SPOTLIGHT — ROCKBOX FITNESS, 100 N.
KIMBALL AVE., SUITE 105
Director of Economic Development and Tourism Daniel Cortez provided a video
showcasing RockBox Fitness, a local Southlake business.

Assistant City Manager Alison Ortowski and Chief Financial Officer Sharen Jackson
provided an overview of the Open Space Bond Program. City Council directed staff to
bring forward a resolution calling a special election in November 2021.

Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney and Section 551.087 deliberate regarding economic
development negotiations. City Council adjourned for Executive Session at 6:18pm.
Executive Session began at 6:30pm and concluded at 7:10pm.

Tribble who highlighted the work of the Parks and Recreation Department for National

4F. APPROVE SUPPLEMENT AGREEMENT NO. 1 WITH TEAGUE NALL AND
PERKINS, INC. (TNP) TO PROVIDE ADDITIONAL ENGINEERING SERVICES
FOR THE SOUTHLAKE PATHWAYS PROGRAM MANAGEMENT PROJECT IN
AN AMOUNT NOT TO EXCEED $75,000.
4G. APPROVE SUPPLEMENT AGREEMENT NO. 2 WITH KIMLEY-HORN AND
ASSOCIATES, INC. (KIMLEY-HORN) TO PROVIDE FINAL ENGINEERING
DESIGN AND CONSTRUCTION SERVICES FOR THE INTERSECTIONS OF
DAVIS BOULEVARD (FM 1938) AND CONTINENTAL BOULEVARD
(DAVIS/CONTINENTAL) AND CONTINENTAL BOULEVARD AND
PEYTONVILLE AVENUE (CONTINENTAL/PEYTONVILLE) IN AN AMOUNT
NOT TO EXCEED $381,500.
4H. APPROVE AN INTERLOCAL AGREEMENT (ILA) WITH TARRANT COUNTY
TO RECEIVE A COST REIMBURSEMENT FOR THE CONSTRUCTION OF
RIGHT TURN LANES AT THE INTERSECTIONS OF FM 1709 AT BYRON
NELSON PARKWAY AND FM 1709 AT SOUTHRIDGE LAKES PARKWAY IN
AN AMOUNT NOT TO EXCEED $450,000.
41. APPROVE RESOLUTION NO. 21-032, AUTHORIZING THE CREATION OF THE
SOUTHLAKE LANDSCAPE REPLACEMENT REIMBURSEMENT GRANT.
4J. APPROVE APPOINTMENT OF THE PLANNING AND ZONING COMMISSION
TO OVERSEE THE DEVELOPMENT OF THE SOUTHLAKE 2035 WATER,
WASTEWATER AND DRAINAGE MASTER PLAN.

Motion was made to approve the Consent Agenda Items 4A-4J, including moving Regular
Agenda Items 9A and 9B to Consent, noting the following:
- 4D. APPROVE, Contract with Cigna for employee health, dental and vision insurance
benefits for the Plan Year October 1, 2021 through September 30, 2022.
- 4E. APPROVE, Contract renewal with Standard Insurance Company to provide
employee long-term disability, life insurance, and accidental death and
dismemberment insurance for the Plan Year October 1, 2021 through September 30,
2022.
- 41. APPROVE, Resolution No. 21-032, authorizing the creation of the Southlake
Landscape Replacement Reimbursement Grant.
- 4J. APPROVE, Appointment of the Planning and Zoning Commission to oversee the
development of the Southlake 2035 Water, Wastewater and Drainage Master Plan.
- 9A. DENY, Variance to Section 5.06 of the Subdivision Ordinance No. 483, as
amended, requiring a minimum 5-foot-wide residential sidewalk along the street
frontage of Lot 35, T. M. Hood No. 706 Addition on property described as Tract 2J,
Thomas M. Hood Survey, Abstract No. 706, City of Southlake, Tarrant County, Texas

#1177, Dallas, representing the applicant presented and answered questions from
Council. Brenton Evans, 1016 Diamond Blvd., applicant also answered questions from
Council.

1, Block 2, Lot 2, Block 4 and Lot 1, Block 5, Gateway Church — 114 Campus, an addition
to the City of Southlake, Tarrant County, Texas and located 1301 and 1351 E. Kirkwood
Blvd., 700 and 701 Blessed Way, and 1501 E. Highland St., subject to Staff Report dated
July 27, 2021, and Concept/Site Plan Review Summary No. 4, dated July 26, 2021,
granting the following:
- Variance to Driveway Ordinance No. 634, Section 5.2.d, which requires a minimum
stacking depth of 75' for the driveway on Grace Lane, to allow approximately 59' of
stacking depth.
Also noting:
- Approval of the concept plan indicating 139 parking spaces on site.
- Required offsite improvements to Kirkwood Blvd regarding constructing a portion of
the east bound lane along the northern portion of the property will be determined by
the City Engineer and will be roughly proportional to the proposed development.
- Also finding that the proposed office use as described is consistent with the current
