Project Scope:
This Site Plan submittal applies only to Lot 1R. This Site Plan submittal
complies with zoning overlay S-P-2.
Methodist Healthcare System has proposed a 6000 SF, one story addition to
the existing hospital to accommodate a needed expansion of the Emergency
Department (ED) and to provide new nuclear medicine facilities.
The current ED provides [1] triage space and [2] treatment areas. The new
project scope increases the ED capacity with [12] treatment areas, including a
fast-track clinic, trauma room, isolation room, psych holding room, and other
support spaces.
The medicine suite in an expansion of the existing radiology imaging
department will include a new procedure room and hot lab, [2] holding bays
and support spaces.
Phasing:
The project will be constructed in two phases with each phase
substantially complete as noted below:
Pre-phase 1: Some minor remodeling scope will be necessary to prepare the
existing ED for continued operation during construction.
Phase 1: New construction of the building addition to include the nuclear
medicine suite, new trauma, isolation and exam rooms and requisite support

spaces. The existing ED will remain operation al during the construction of
Phase I. At the completion of Phase I the owner will move staff and equipment
into the new Phase I area, which will become the temporary operational ED
for the hospital.
Phase 2: This phase consists of the renovation of the existing ED. This phase
will include a new fast track clinic consisting of a new triage room and [[3]
exam/treatment rooms, waiting room and reception office, [2] additional
exam rooms and requisite support spaces.
Post Phase 2: At the completion of Phase 2, temporary facilities between
Phases 1 and 2 will be removed and finishes restored. Owner will then occupy
and operate the entire new facility as a single Emergency Department.
Site Demolition/Construction:
To accommodate the new facility, the site must be prepared by selectively
demolishing portions of the exterior façade and site. The site demolition
requires contiguous removal of existing sidewalks, bike racks, trees, curbs
and pavement within the construction area.
Also, scoped in the demolition will be the removal of a hedge row along the
loading dock and [5] trees. The new site plan application recognizes that
demolished trees and shrubs must be replaced on the site. This application
includes a landscaping plan to clarify the locations of replacement
landscaping scope.
Parking:
Demolition will remove [3] existing parking spaces, including [1] accessible
parking space to make space for the new construction. These spaces will not
be replaced in the new construction.
There are currently 738 parking spaces on site based on a confirmation
survey taken 17-Jun-21. Of these 376 are at grade level in five parking lots.
The remaining 362 are in a four-level parking garage. Per TDLR regulations,
a minimum of [9] spaces, or 2% of the total parking available must be
accessible spaces. Calculated, we are required to provide 15 spaces on site
to accommodate the full 738 spaces on site. The current site provides 30
accessible spaces, excluding accessible spaces in the parking garage.

ED Expansion
Required parking, based on the zoning ordinance for the property
(Southlake Ordinance No. 480-527) requires [3] spaces per licensed hospital
bed. The current hospital contains [54] patient beds, which would require
162 parking spaces for the hospital. The new addition does not add licensed
beds to the hospital, and therefore, does not increase the parking
requirements.
The Medical Office Building (MOB) on site is indicated to be 80,000 SF,
covering four levels. Zoning requires [1] space per 250 SF, so [320] spaces
are required for the MOB. Of these, [8] are required to be accessible
The total number of spaces required is 482 (162 + 320 = 482). Provided on
the full campus are 738 spaces, so there are 256 surplus spaces. The [3]
spaces not replaced leaves a surplus of 253 spaces.
Traffic:
1. Project exceeds 100 parking spaces per driveway, calculated thus: 738
parking spaces / 3 driveway entrances = 246 > 100.
2. The Traffic Impact Analysis for the original development remains
unchanged by this Site Plan request. City has this document on file.
Façade:
The new building walls will be constructed similarly to the existing building,
but will be outfitted with a continuous exterior insulation board for greater
thermal performance. The new design will aesthetically match the original
building.
The coping detail at the top of the parapets will match and generally align
with existing coping details. The existing stone veneer wainscot will also be
extended onto the new exterior walls.
The project will require a new air handling unit to be installed on the roof.
The air handler will be enclosed with a roof screen to be constructed with the
same plaster veneer used elsewhere on the design. The new screen will align
with and abut the existing roof screen that is also concealing mechanical
rooftop-mounted equipment.

Canopies:
Two new drop-off areas will be crafted and dedicated to Patient Entrance
and Ambulance Entrance. Both will have cantilevered canopies to provide
some protection from weather. These canopies will be constructed to
generally replicate the design concepts of the existing cantilevered canopy.
Neither will encroach on the adjacent fire lane.
Roofing:
The roofing system consists of a sloped steel structural frame topped with a
light weight insulating concrete assembly to provide a minimum of R-30
insulation. This will meet the requirements of the International Energy
Conservation Code. The waterproofing element will be a single-ply TPO roof
in a color compatible with the building facades.
While the existing building has a series of roof gardens, this new expansion
will not include expansion of that amenity.
Site Utilities:
Within the project scope we will be making connections to existing storm,
sanitary and water lines within the fire lane and utility easement between
the hospital expansion area and the existing parking garage.
Proposed building addition is located within Drainage Area “L”.
Improvements associated with proposed building will follow existing
drainage patterns and will not increase runoff noted on this plan.
Refer to the Site Plan documentation provided with this application.
Landscaping:
New landscaping plans have been developed to provide new replacement
plantings to satisfy previous landscape requirements.
No modifications are necessary to landscape buffers under this proposal.
Miscellaneous:
Decontamination Tank: The new ED will include a decontamination room
that provides emergency showers. The floor drain in this room leads to an
external decontamination tank to be installed below grade under the

sidewalk immediately east of the new addition. This tank will provide a
manhole south of the rear exit door and will allow the tank to be serviced by
a truck parked in the loading dock, keeping the fire lane clear.
Signage: a new freestanding stone veneer divider wall will be installed
between the Emergency Patient Entrance and the Ambulance Entrance to
separate each zone. Illuminated signage will be provided on each side of
this wall to identify the two zones. In addition, the design will provide for any
code-required illuminated signage on the canopies or building entrances.
Since the new ED is in the same location as the current ED, we do not
anticipate any changes to any site signage directing patients from the public
streets to the ED; however, if changes to these signs are required by other
Authorities Having Jurisdiction, these signage adjustments will be
incorporated into the project’s construction documents.
