EXECUTIVE
SUMMARY: SC Southlake Owner, LLC is requesting approval of a Site Plan for Kirkwood Oaks
Vestibule on property described as Lot 1R2, Block 1, Sabre Group Campus, an
addition to the City of Southlake, Tarrant County, Texas and located at 3150 Sabre
Dr., Southlake, Texas. Current Zoning: "NR-PUD" Non-Residential Planned Unit
Development District. SPIN Neighborhood #1.
DETAILS: The property is located on the west side of W. Kirkwood Boulevard, approximately
1,200 feet east of the intersection of W. S.H. 114.
The applicant is requesting approval of a Site Plan to add a two-story, 6,000 square
foot vestibule to the existing building at 3150 Sabre Dr. and also to add two driveway
connections to the existing surface parking lot – one on W. Kirkwood Blvd. and one on
Sabre Dr., which is a private street.
VARIANCES
REQUESTED: The following variances to Driveway Ord. No. 634 are requested:
1. The minimum required stacking depth on W. Kirkwood Blvd. is 100’. The
applicant is requesting a stacking depth of 34’ for the proposed driveway to
match the existing condition of the two driveways onto W. Kirkwood Blvd. at
the surface parking lot. A variance to the required stacking depth for the
existing two driveways was granted with approval of the Site Plan for the
surface parking lot in 2010 (ZA10-026).
2. The minimum required centerline spacing between driveways on W. Kirkwood
Blvd. is 250’. The applicant is requesting a variance to allow the proposed
driveway to be located ±123’ from the existing driveway to the south and
±246.7’ from the driveway to the north. A variance to allow a spacing of ±180’
between the existing driveways was approved in 2010 (ZA10-026).
3. A variance to the minimum required distance of 10’ to a curb inlet is requested
for the proposed driveway.

the Sabre Corporate Campus (ZA99-056).
October 19, 1999; City Council approved a preliminary plat for Lots 1-4, Block
1, Sabre Group Campus on the consent agenda (ZA99-080).
November 18, 1999; The Planning and Zoning Commission approved a final
plat for Lots 1-4, Block 1, Sabre Group Campus (ZA99-096).
January 18, 2000; City Council approved a development plan for Lots 1-4,
Block 1, Sabre Group Campus (ZA99-090).
January 18, 2000; City Council approved a site plan for portions of proposed
Lots 1, 2, & 4, Block 1, Sabre Corporate Campus (ZA99-091).
July 18, 2000; City Council approved a Site Plan for Lot 4, Block 1 (25.6
acres) for the Saber Group Campus (ZA00-060).
March 20, 2001; City Council approved a revised development plan to include
the Kirkwood Blvd. and T.W. King rights-of ways and to add a proposed visitor
center into the boundary of the Sabre Project development plan (ZA01-008).
March 20, 2001; City Council approved a revised site plan for a portion of Lot
1, Block 1, and Kirkwood Blvd. for the Sabre Campus Phase II for a guard
house, visitor center, perimeter fencing and parking area (ZA01-023).
April 3, 2001; City Council approved a Zoning Change and Revised Concept
Plan for the Sabre Corporate Campus for the purpose of including W.
Kirkwood Boulevard and T.W. King rights-of-way into the zoning and concept
plan boundary. (ZA01-007 and Ordinance No. 480-313A).
March 30, 2007, City Council approved a plat revision for Lots 1R1, 1R2, 2R,
4R1, 4R2, & 4R3, Block 1, Sabre Group Campus (ZA07-025).
June 10, 2010; City Council approved a site plan or the addition of a parking
lot with approximately 336 parking spaces (ZA10-026).
August 20, 2019; City Council approved a Zoning Change and Concept Plan
to allow outdoor sales and services as a permitted use with approval of a

Specific Use Permit. Specifically, the request is to allow for application of a
specific use permit to provide mobile fuel delivery service for Sabre
employees located on the surface parking lot (ZA19-0029).
August 20, 2019; City Council approved a Specific Use Permit to allow
outdoor sales and services for an on-site mobile fueling delivery service for
their employees only on the surface parking lot for a 3-year period (ZA19-
0030).
TREE PRESERVATION: Fourteen (14) existing Sweetgum trees are proposed to be removed and
thirty-six (36) other existing trees are proposed to be relocated for the
proposed construction of the addition. The trees were previously planted as
landscape trees. The minimum required interior landscape plant material is
proposed to be exceeded.
CITIZEN INPUT: A SPIN meeting was held for this project on July 27, 2021. Please see the
meeting report attached separately.
A 2035 Corridor Planning Committee meeting was not held for this project.

1. In the Landscape Plan’s Planting Plan Material List provide the quantities of plant material being
provided.
* The proposed addition is less than 5,000 square feet, and less than 30% of the existing building
footprint. New construction intended to increase the square footage by less than 30% of the existing
building or less than 5,000 square feet shall be required to meet the interior landscape requirements
only as it pertains to the square footage of the new construction.
The minimum required interior landscape plant material is proposed to be exceeded.

GENERAL COMMENTS:
1. This review is preliminary. Additional requirements may be necessary with the review of the
construction plans.
WATER COMMENTS:
* The relocation of the existing fire hydrant will not require a separate Public Works submittal and
should be included in the Building Permit submittal.
* It appears that all existing water meters and fire hydrants are located outside of the water easement,
as well as the proposed relocated fire hydrant. Prior to final approval, once construction has been
completed, the existing waterline easement shall be updated to include the existing water meters and
fire hydrants as well as the relocated fire hydrant.

* New Requirement: Provide Stormwater Pollution Prevention Plan (SWPPP) per TXR150000. The
plan must include all required elements in Part III, Section F of the permit. The Environmental
Coordinator will review the SWPPP. For instructions on how to complete the review of the SWPPP
please refer to the Stormwater Management for Construction Sites in:
https://www.cityofsouthlake.com/2237/Stormwater-Management-for-Construction-S. SWPPP shall
be submitted by second review of the civil construction plans.
* Retaining walls greater than 4-feet including the footing shall require structural plans prepared by a
registered engineer in the State of Texas. Retaining walls shall require a permit from the Building
Inspections Department prior to construction.

GENERAL COMMENTS:
Since the building is equipped with an automatic fire protection system, proper sprin kler system
coverage must be continued throughout the new addition to the building. If more than 20 sprinkler
heads are added or relocated, submit plans to Reed Fire Protection, Green Tag Engineering or Coker
Engineering for review and approval. If 20 sprinkler heads or less are added or relocated no plans
are required. Call the Fire Marshal’s Office for an inspection once the work is completed at 817-748-
8233.
Since the building is already equipped with audible/visual fire alarm devices, coverage must be
continued throughout the new addition to the building to maintain compliance throughout the
structure. (Submit plans as noted above for approval and add fire alarm devices before calling for a
fire alarm test) .
Ensure all access control devices are approved and inspected by the Southlake Fire Department
before activating the devices. (Magnetic Locks, etc) (Also, ensure all other locking or latching devices
are removed from those doors).
General Informational Comments
* A SPIN meeting was held on July 27, 2021.
* No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
* All mechanical equipment must be screened of view from right-of-ways and residential properties in
accordance with the Zoning Ordinance No. 480, as amended.
* All lighting must comply with the Lighting Ordinance No. 693, as amended.

* All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.
* It appears that this property lies within the 65 LDN D/FW Regional Airport Overlay Zone and will
require construction standards that meet requirements of the Airport Compatible Land Use Zoning
Ordinance No. 479.
* Development must comply with the existing “NR-PUD” zoning district and all requirements in Zoning
Ordinance No. 480, Section 43, Overlay Zones.
