We have received our first set of comments from City staff regarding our Site Plan Application —
ZA21-0017. As you are aware we have met with both the Corridor Planning Committee (March 30,
2021) and attended a SPIN Meeting (May 25, 2021).
The purpose of this letter is to provide further narrative as to the purpose and use of the proposed
generators. The purpose of the generators is to provide a back-up emergency power service for the
Central Market store only. The generators will not sell power back to the grid.
HEB's corporate policy is to provide uninterrupted and continuous power to the Central Market
guests. The recent cold weather event that occurred earlier this year shut down operations of the
Central Market unit in Southlake. The installation of the proposed generators at the Shops of
Southlake will allow for continuous service to the neighborhood if similar events occur.
In addition to power outage from extreme events, the generators may also go on-line during times of
high demand (rolling brown outs or black outs). Since weather events are unpredictable, it is difficult
to predict when and how long the generators will run.

Planning Review
The Site Plan must conform to the underlying "S-P-2" zoning district.
Please provide a narrative description of the proposed purpose and use of the generators, including
the plan for selling power back to the grid, the hours of the day and the days of the week the
generators will run, etc. A Zoning Change and Site Plan to add "Utility buildings and structures" in the
"CS" Community Service District as a permitted use may be required to allow the generator use.
An invoice for the application fee will be generated once the correct case type has been determined
(Zoning Change and Site Plan or Site Plan).
4. Place the City case number "ZA21-0017" in the lower right corner of all plans and exhibits for ease of
reference.

Staff strongly recommends that this item be presented to the 2035 Corridor Planning Committee prior

meeting is scheduled for 5:00 p.m. on March 30, 2021 in the Council Chambers in Town Hall.

All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
