Item 4JCITY OF SOUTHLAK-E MEMORANDUM July 28, 2021 To: City Council From: Ken Baker, AICP — Sr. Director of Planning & Development Services Subject: Item 4J — Approve appointment of the Planning and Zoning Commission to oversee the development of the Southlake 2035 Water, Wastewater and Drainage Master Plan Purpose: Appointment of the Planning and Zoning Commission to oversee the development of the Southlake 2035 Water, Wastewater and Drainage Master Plan Background Information: City staff is beginning the process of updating the Southlake 2035 Master Water, Wastewater and Drainage Master Plan. The development of the various Southlake 2035 plan elements (Park, Recreation and Open Space Plan, Tourism Plan, Health and Wellness Plan, etc.) are overseen by a board or committee appointed by the City Council. The staff is recommending that the Planning and Zoning Commission oversee the development of this element due to the inter -relationship of land use planning and water, wastewater and drainage planning. The Water, Wastewater and Drainage plan by nature is a technical/engineering based plan but does include a critical public policy component. The Planning and Zoning Commission will be providing guidance more on the public policy portion of the plan versus the technical aspect of the plan. The study will determine the short and long-term water, wastewater and drainage infrastructure needs to support existing development and growth to the year 2035. Work Sessions: Work sessions on the development of the plan will occur during the Planning and Zoning Commission's regularly scheduled meetings (1st and 3rd Thursdays of the month following a City Council meeting). Work sessions will be open to the public and notification on the work sessions will be provided through various means including agenda posting, web site, and social media. Schedule/ Outcome: It is estimated that the plan element will be completed in the Spring of 2022. The plan will follow the normal master plan adoption process (SPIN meeting, Planning and Zoning Commission public hearing, and City Council public hearing). KMB/kmb
