CITY COUNCIL SUMMER WORKSHOP MINUTES JUNE 29, 2021

CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy
Mayor Pro Tern Randy Williamson and Councilmembers Kathy Talley, Randy Robbins,
Ronell Smith, and Amy Torres-Lepp.
STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Alison
Ortowski, Assistant to the City Manager Lauren LaNeave, Director of Economic
Development & Tourism Daniel Cortez, Deputy Director of Public Relations Pilar Schank,
Chief Financial Officer Sharen Jackson, Director of Human Resources Stacey Black,
Deputy Director of Library Services Cynthia Pfledderer, Operations Manager Special
Projects Robert Briggs, Operations Manager Customer Relations Melody Andersen, Fire
Chief Mike Starr, Police Chief James Brandon, Director of Community Services Chris
Tribble, Director of Public Works Rob Cohen, Senior Director of Planning and
Development Services Ken Baker, Executive Secretary Lydia Ruiz, Deputy Director of
Planning and Development Services Dennis Killough, Assistant City Attorney Cara White,
and City Secretary Amy Shelley.
1. CALL TO ORDER
Mayor John Huffman called the workshop to order at 6:56 p.m.
2. DISCUSSION: INFRASTRUCTURE
2A. BOB JONES NATURE CENTER BARN DESIGN/CONSTRUCTION
Director of Community Services Chris Tribble provided an overview relative to the
situation with the current barn, design options for a replacement barn, and funding
considerations. Mayor Huffman facilitated the discussion and suggested considerations
be discussed during the August 3, 2021 meeting with the Southlake Parks Development
Corporation and the Parks Board.
2B. MUNICIPAL SERVICE CENTER DESIGN/CONSTRUCTION
Assistant City Manager Alison Ortowski, with support from Public Works Director Rob
Cohen and Fire Chief Mike Starr, provided an overview relative to the property purchased
for this use, design issues, and funding. In addition, Council discussed whether or not to
include the Public Safety Training Tower as part of this project. Mayor Huffman facilitated
the discussion.

Human Resources Director Stacey Black, with support from Deputy Director of Library
Services Cynthia Pfledderer, provided an overview of key highlights from a previous
assessment; information about updating it; Carillon background information and
previously included additional uses; the process proposed for site selection, and funding
considerations. Mayor Huffman facilitated the discussion.
2D. OPEN SPACE BOND PROGRAM
City Manager Shana Yelverton provided an overview on previous discussions on the
potential bond proposal to purchase open space and develop stormwater management
facilities. Mayor Huffman facilitated the discussion and asked staff to bring forward more
information to consider during the worksession on August 3, 2021.
3. DISCUSSION: QUALITY DEVELOPMENT
3A. COMMERCIAL PROPERTY LANDSCAPING GRANT/HOTEL RECOVERY
INITIATIVE
Director of Economic Development & Tourism Daniel Cortez provided an overview of the
ongoing plan to support local businesses through grants. His presentation covered
available funding and framework for awarding grants. Mayor Huffman facilitated the
discussion with recommendations about businesses along particular roadways eligible
for grant funding.
4. DISCUSSION: STRATEGIC FOCUS AREAS
The purpose of this section was to provide time for Council to discuss key policy issues
in each of the focus area categories. There were no further questions or discussion from
Council relative to items 4A-4F.

Deputy Mayor Pro Tern Williamson requested an update relative to the status of the N.
White Chapel roadway construction and bridge. Director of Public Works Rob Cohen
provided this update.
Councilmember Torres-Lepp requested an update relative to the construction fencing
around the newly constructed fountain at Park Village. Senior Director of Planning and
Development Services Ken Baker explained the fencing has remained in place until the
metal artwork was installed earlier this week. He stated the fencing should be coming

down soon. Mayor Huffman suggested there be a ribbon cutting ceremony upon the
completion of this construction effort. Director of Economic Development & Tourism
Daniel Cortez replied something is likely to be planned.
Councilmember Robbins suggested the Home for the Holiday should be changed to
Christmas in the Square and should include trolley transit between shopping districts. City
Manager Shane Yelverton explained the event will be considered for rebranding, after the
Stars and Stripes event in July.
5. ADJOURNMENT
Mayor Huffman thanked the staff for their hard work and dedication to the City and
adjourned the workshop at 9:29pm.
