SIGN BOARD MEETING OCTOBER 8, 2020
LOCATION: Town Hall Council Chambers, 1400 Main Street, Southlake, Texas.
MEMBERS PRESENT: Craig Rothmeier, Gina Phalen, Amy Torres-Lepp, Daniel Kubiak,
Michael Forman, Michael Springer and Scott Dyche.
MEMBERS ABSENT: None
STAFF PRESENT: Director or Planning and Development Services, Ken Baker; Deputy
Director of Planning & Development Services, Dennis Killough; and Commission
Secretary, Selena Serrano and Lydia Ruiz.
REGULAR SESSION:
1. CALL TO ORDER
Chairman Kubiak called the Sign Board Meeting to order at 10:38 P.M.
2. CHAIRMAN COMMENTS
No comments.
3.A. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and
incorporated herein. Executive Session may be held, under these exceptions, at the
end of the Regular Session or at any time during the meeting or work session that
a need arises for the Sign Board to seek advice from the City Attorney as to the
posted subject matter of this Sign Board meeting. Section 551.071: Consultation with
attorney.
B. Reconvene: Action necessary on items discussed in Executive Session.
No executive session was held.
4. CONSIDER: APPROVAL OF THE MINUTES FROM THE SEPTEMBER 3, 2020 SIGN
BOARD MEETING.
A motion to approve the minutes from the September 3, 2020 Sign Board meeting.

5.CONSIDER: SV20-0013, SIGN VARIANCE FOR TOM THUMB LOCATED AT 100 W.
SOUTHLAKE BLVD., SUITE 200, SOUTHLAKE TEXAS.
Deputy Director, Dennis Killough presented item 5, SV20-0013.
Applicant — Sean Brooks, came forward to speak and opened for questions.
Commission continued to discuss the proposed Sign Variance for Tom Thumb.
A motion was made to approve SV20-0013, subject to the Staff Report dated October 2,
2020; and noting the applicant's willingness to bring forward alternative colors including
neutral colors before the City Council.

6.CONSIDER: SV20-0014, SIGN VARIANCE FOR FIRST NATIONAL BANK LOCATED
AT 605 W. SH 114, SOUTHLAKE, TEXAS.
Deputy Director, Dennis Killough presented item 6, SV20-0014.
Applicant — Tom Baker with First National Bank, came forward to speak and opened for
questions.
A motion was made to approve SV20-0014, subject to the Staff Report dated October 2,
2020; and specifically noting, with respect to the variances, that the upper story variance
is approved as requested, the upper story clock variance is approved as requested;
however, also noting the specifics on the existing clock signage must be identified in terms
of the location; with regards to the directional signs, approving signs #1 and #3 and
denying sign #2, denying the request for the 31/2 foot height and requiring the 3-foot height,
denying the request for the 6 sq. ft. per sign face and requiring the 4 sq. ft. per sign face,
and noting the applicant's willingness and requesting the applicant to bring forward a
masonry alternative and a plate sign alternative like to the Westin Hotel; and approving
the drive thru signs, but limiting the letter height to 6-inches maximum and denying the 8-
inch letters; and with respect to the monument sign, noting the commission's (Sign Board)
skepticism for the requirement of a monument sign, but also noting the applicant's
willingness to address options with the City Council with regard to the number of panels
(either 4 or 6) and the requirements for the inserts while waiting on tenants on the south
tract.
