PROJECT: Site Plan for EVO Entertainment
EXECUTIVE
SUMMARY: RPAI Southwest Management LLC is requesting approval of a Site Plan for EVO
Entertainment (former Harkins Theater building) on property described as Lot 4,
Block 14, Southlake Town Square, Phase IV, an addition to the City of Southlake,
Tarrant County, Texas, located at 1450 Plaza Place, Southlake, Texas. Current
Zoning: “DT” Downtown District. SPIN Neighborhood #8.
DETAILS: The project is located at the southwest corner of Central Ave. and Division St. in
Town Square.
The purpose of this request is to seek approval of a Site Plan proposing exterior
modifications to the former Harkins Theater building in Town Square for a
potential new tenant, EVO Entertainment. The improvements include revisions to
the elevations to change the façade finishes and colors and also a reconfiguration
of the front steps and outdoor entrance area to include a patio. The overall
footprint of the building is to remain unchanged. A variance to the Master Sign
Plan for Town Square is also requested. Please see the staff report for Case No.
SV21-0012.
West Façade (Facing Plaza Place/Cheesecake Factory)
On the west side of the building near the existing theater window ticket area the
major changes include adding outdoor patio dining, fire pit, a 10’ x 18’ projection
screen to watch sporting and other events, two 10’ x 10’ roll up garage type doors,
and an aluminum decorative trellis (proposed sign to be placed on the trellis-see
sign variance application). The staircase will be reconfigured and a thin brick
veneer concrete cast wall will be extended in which signage is proposed to be
placed on this wall.
The walls on each side of the trellis will have a textured coating applied with 4”
linear groves in the wall pattern that run generally parallel to the ground. Some
of the groves on these walls will have internal LED wall washer lighting inset into
the groves.
The existing movie poster insets on the wall will remain. The art deco articulated
signage type features near the existing movie ticket window will all be removed.
Also, the yellow exposed neon along the roof line and purple exposed neon on
the patio cover will be removed. Portions of the façade are proposed to have a

stucco application applied and painted with an earth tone (brown, gray, orange)
color.

East Façade (Facing Central Avenue)
The main the changes to the east façade include sign supports on the middle or
articulated portion of the building and the stucco and painting of the building
façade. The art deco lighting towers will replace the yellow strip lighting with a
white LED strip lighting and the yellow neon line at the roof line will be eliminated.

The main changes to the south elevation are the painting of the façade and
textured coating application applied with 4” linear groves in the wall pattern (offset
portion of the wall) that run generally parallel to the ground. Some of the groves
on these walls will have internal LED wall washer lighting inset into the groves.
The art deco lighting towers will be modified with the cap feature being removed
and replacing the yellow strip lighting with a white light. See the sign variance
report for information of the proposed signage.

The main changes to the north elevation are the painting of the façade and
textured coating with wall grooves added. The art deco lighting towers and

orientation of the hotel and theatre to the street; and requiring City Council
review and approval of theater building elevations prior to issuance of a
building permit (ZA04-067).
November 15, 2005; City Council approved a plat revision for the
Southlake Town Square Avenue District for Blocks 3R2, 4R1, 12-14, 17
and 18 (ZA06-004).
April 19, 2016; City Council approved a Site Plan with a variance request
to allow two prohibited paint colors to be used in the repainting of the
existing Harkins Theater building. The variance was to allow two
prohibited paint colors, deep crimson and gumball purple, to be used in
the paint palette in the repainting the existing building (ZA16-014).
CITIZEN INPUT: A SPIN meeting was not held for this project.
