CITY COUNCIL PRESENT: Mayor John Huffman, Mayor Pro Tern Chad Patton, Deputy

Work Session was called to order by Mayor John Huffman 5:30pm.
2. INVOCATION: CLAYTON REED
Mr. Clayton Reed provided the invocation. Mayor John Huffman led the pledges of
allegiance to the United States and Texas Flags.
3. SOUTHLAKE BUSINESS SPOTLIGHT — ECOUTEZ SOUTHLAKE, 1438 E.
SOUTHLAKE BLVD.
Tourism Marketing Manager Cambria Jones introduced a video showcasing Ecoutez
Southlake, a local Southlake business.
4. LEADERSHIP SOUTHLAKE PRESENTATION BY DR. MICHELLE KRENEK
Dr. Michelle Krenek provided a brief presentation on behalf of the 2021-2022 Chamber
of Commerce's Leadership Southlake class.
5. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN
AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION.

Regular Session was called to order by Mayor Huffman at 6:08pm.

Mayor Huffman announced the City Council would go into Executive Session pursuant to
the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071
consultation with city attorney. City Council adjourned for Executive Session at 6:08pm.
Executive Session began at 6:21 pm and concluded at 7:51 pm.

3B1. PARK VILLAGE FOUNTAIN AND ART AREA IMPROVEMENTS
City Manager Shana Yelverton introduced Planning and Development Senior Director
Ken Baker who provided an update on the Park Village Fountain and Art Area
Improvements.
CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.

4B. ORDINANCE NO. 1242, (CP21-0001), 1ST READING,ADOPTING THE CITY OF
SOUTHLAKE PARKS, RECREATION & OPEN SPACE MASTER PLAN, AN
ELEMENT OF THE SOUTHLAKE 2035 COMPREHENSIVE PLAN. (IF
APPROVED AT 1ST READING, THE PUBLIC HEARING WILL BE HELD ON

4C. ORDINANCE NO. 480-EEEEE, 1ST READING, AMENDMENTS TO THE CITY

BROWN, INC. (BHB) TO PROVIDE ENGINEERING DESIGN SERVICES TO
CONSTRUCT A 12-INCH WATER LINE ALONG S. PEARSON LANE AND
UNION CHURCH ROAD AND A 12-INCH WATER LINE ON E. DOVE ROAD IN
AMOUNT NOT TO EXCEED $95,000.
4F. RATIFY EXPENDITURES WITH TEXOP CONSTRUCTION, L.P. FOR MILLING
SERVICES ON N. CARROLL AVENUE FROM SH 114 TO BURNEY LANE IN
AN AMOUNT OF $92,925.
4G. RESOLUTION NO. 21-024, AUTHORIZING THE GRANT APPLICATION
SUBMISSION TO THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS FOR $200,000 TO BE USED FOR THE CONSTRUCTION OF
THE BOB JONES NATURE CENTER BARN.
4H. RESOLUTION NO. 21-025, AUTHORIZING THE GRANT APPLICATION
SUBMISSION TO THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS TO BUILD AN ENCLOSURE AT BICENTENNIAL PARK FOR
A CARDBOARD RECYCLE DROP-OFF.
41. TABLE: ZA21-0016, SITE PLAN FOR METHODIST SOUTHLAKE HOSPITAL
DETENTION POND, ON PROPERTY DESCRIBED AS LOTS 1R AND 2R,

APPROVED
Motion was made to approve the Consent Agenda Items 4A-4I, including moving Item 7A
from the Regular Agenda to the Consent Agenda, noting the following:
4C. APPROVE, Ordinance No. 480-EEEEE, amendments to the City of Southlake
Zoning Ordinance No. 480, as amended, changing the area of written notifications of
public hearings from 200 feet to 300 feet and eliminating the requirement of notification
to all owners within the same platted subdivision.
4D. APPROVE, SV21-009, Sign Variance for Metairie at Southlake located at 110
Metairie Lane and allowing a series of 13 pieces of metal artwork signs currently
installed in the open space landscaped medians (1 in the east median and 12 in the
west median) on Metairie Lane to remain in the subdivision medians. The signs are

not a permitted sign type within the Sign Ordinance No. 704, as amended, in Section
5.2.30.
41. TABLE: ZA21-0016, Site Plan for Methodist Southlake Hospital Detention Pond,
on property described as Lots 1R and 2R, Block 1, Southlake Medical District, an
addition to the City of Southlake, Tarrant County, Texas, and located at 421, 441 and
451 E. S.H. 114, Southlake, Texas. Current Zoning: "S-P-2" Generalized Site Plan
District. SPIN Neighborhood#7. (The applicant has requested for this item to be tabled
to the June 15, 2021 City Council meeting. The public hearing will take place at the
June 15, 2021 City Council meeting.)
7A. APPROVE, Ordinance No. 480-744B, (ZA21-0033), 1st Reading, Zoning Change
and Site Plan for Southlake Commons on property described as Lots 20R, 21 R, 22R1
and 23R, H. Granberry No. 581 Addition, an addition to the City of Southlake, Tarrant
County, Texas and located at 171 -281 W. Southlake Blvd., subject to the Staff Report
dated May 25, 2021, and Site Plan Review Summary No. 3, dated May 19, 2021.

Motion was made to approve Item 6A, Resolution No. 21-017, (ZA21-0034), Specific Use
Permit for Outdoor Sales and Services on property described as Lot 2R, Kimball Park, an
addition to the City of Southlake, Tarrant County, Texas and located at 2102 E. State
Hwy. 114, subject to Staff Report dated May 25, 2021, and Specific Use Permit Review
Summary No. 2, dated May 14, 2021, and noting the following:
Approving the Specific Use Permit to allow the outdoor sales and services to be in
a 28-foot Airstream "shop" within the State of Texas Park at District 114 at Kimball
Park. Also approving the signage associated with the air stream shop as presented
this evening and noted in the staff report. Sales will be limited to products
associated with Fury Athletix LLC, such as athletic apparel, headwear, and
associated accessories.
The Airstream shop will be in operation at the Texas Park Plaza during the year
but will be permitted to travel offsite to special events approximately 10-15 days a
year.
Should the Airstream be offsite for more than 60 consecutive days, the applicant
shall place potted plants, approved by staff, on the vacant pad site.
The SUP is approved for a 5-year term and tied to the Fury Athletix LLC's office
space lease on the 4th floor of the District 114 office building (a 5-year lease with
one 5-year extension).
