Call to Order: Chairman Medici called the Regular Session to order at 6:30 P.M. 2. Executive Session: No executive session was held. 3. Approval of the Minutes: Chairman Medici opened the discussion of the minutes of the Zoning Board of Adjustment meeting held on May 13, 2021 A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on April 15, 2021. Motion: Snead Second: Verbick Ayes: Medici, Treichler, Verbick and Snead Nays: None Abstain: None Vote: 4-0-0 Motion: Approved 4. Administrative Comments: Richard Schell, Principal Planner announced that the next ZBA meeting is scheduled for June 10, 2021 and that the City Council date for the reappointments will be announced once they are posted on an agenda. Agenda Item No. 6, Consider: ZBA21-0016, Special Exception Use per Ordinance No. 480, Sections 44.12(1) for a domestic employee or family quarters and 44.12(6) for a reduction in the required setback from property lines for a residential accessory building or structure on property described as Lot 34, Block 3, Cross Timber Hills Phase II, an addition to the City of Southlake, Tarrant County, Texas and located at 1343 Ten Bar Trail, Southlake, Texas. Current Zoning: "SF -1A" — Single Family Residential District. Planner Schell presented details of the case with a slide show presentation to the Board. On behalf of the owner, Stefi Hardin, Matthew McGregor of Black Door Renovation is requesting Zoning Board of Adjustment Meeting Minutes - May 27. 2021 Page 1 of 4 approval of a Special Exception Use per Ordinance No. 480, Sections 44.12(1) for a domestic employee or family quarters and 44.12(6) for a reduction in the required setback from property lines for a residential accessory building or structure on property described as Lot 34, Block 3, Cross Timber Hills Phase II, an addition to the City of Southlake, Tarrant County, Texas and located at 1343 Ten Bar Trail, Southlake, Texas. This item was presented at the May 13, 2021 Zoning Board of Adjustment (ZBA) meeting with a request for approval of a Special Exception Use per Ordinance No. 480, Sections 44.12(1) for a domestic employee or family quarters and 44.12(6) for a reduction in the required setback from property lines for a residential accessory building or structure to allow an approximately 945 square foot domestic employee or family quarters in an approximately 1,810 square foot accessory building to be located approximately 18' from the rear property line. At the May 13, 2021 Zoning Board of Adjustment meeting, this item was tabled at the applicant's request to the May 27, 2021 meeting. The applicant stated that he would present examples in the subdivision of other encroachments into the required setbacks at the May 27, 2021 meeting. The ZBA also directed the applicant to redesign the building to reduce the setback requested. Planner Schell presented examples of other structures in the subdivision that were submitted by the applicant and then he presented the revised plans, which showed a ±964 sq. ft. family quarters in a ±1,804 sq. ft. building located ±28' from rear property line. Chairman Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Matthew McGregor, 2106 E. S.H. 114, Southlake, TX 76092, the applicant on behalf of the owner, Stefi Hardin, once sworn in, presented testimony, and answered questions from the board. Chairman Medici asked if there were those in the audience who wished to speak in support of the request. There being none, Chairman Medici asked if there were those in the audience who wished to speak in opposition to the request. There being none, Chairman Medici called upon the applicant or the applicant's representative for a brief rebuttal. There being none, Chairman Medici closed the public hearing and opened the item for discussion from the Board. A motion was made to approve case ZBA21-0016 (subject to the revised plans) Motion: Verbick Second -.Snead Ayes: Medici, Treichler, Verbick and Snead Nays: None Abstain: None Vote: 4-0-0 Zoning Board of Adjustment Meeting Minutes — May 27, 2021 Page 2 of 4 Motion: Approved Agenda Item No. 7, Consider: ZBA21-0019, Variance to Ordinance No. 480-726 requiring a side yard of not less than 15', as permitted in Zoning Ordinance No. 480, as amended, Section 30.5, on property described as Lot 25R, Block A, Crescent Heights, an addition to the City of Southlake, Tarrant County, Texas and located at 720 Stacy Dr., Southlake, Texas. Current Zoning: "R -PUD" Residential Planned Unit Development District. Planner Schell presented details of the case with a slide show presentation to the Board. The purpose of this request is to seek approval of a Variance to Ordinance No. 480-726 requiring a side yard of not less than 15' to allow 13'6" side yard setbacks on each side of the property to construct a new home. Zoning Ordinance No. 480, as amended, Section 30.5 allows the Board of Adjustment to grant variances of up to, but not exceeding, ten percent (10%) of any required setback or lot coverage requirement established by the City Council in the specific P.U.D. regulations at the time of zoning of said Planned Unit Development. Chairman Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. There being none, Chairman Medici asked if there were those in the audience who wished to speak in opposition to the request. There being none, Chairman Medici called upon the applicant or the applicant's representative for a brief rebuttal. Motion: Snead Second: Verbick Ayes: Medici, Treichler, Verbick and Snead Nays: None Abstain: None Vote: 4-0-0 Motion: Approved Agenda Item No. 5, Consider: ZBA21-0018, Variance to Zoning Ordinance No. 480, as amended, Section 11.5.c requiring a side yard of not less than 20' on property described as Lot 5, Block 1, Randol Mill Estates, an addition to the City of Southlake, Tarrant County, Texas and located at 1788 Kingswood Dr., Southlake, Texas. Current Zoning: "SF -1A" Single Family Zoning Board of Adjustment Meeting Minutes — May 27, 2021 Page 3 of 4 Residential District. The applicant has requested to table this item to the June 10, 2021 Zoning Board of Adjustment meeting. A motion was made to accept the applicant's request to table case ZBA21-0018 to the next scheduled meeting on June 10, 2021.
