PROJECT: Site Plan for Methodist Southlake Hospital Detention Basin
EXECUTIVE
SUMMARY: MetSL, LLC is requesting approval of a Site Plan for Methodist Southlake
Hospital Detention Pond, on property described as Lots 1 R and 2R, Block 1,
Southlake Medical District, an addition to the City of Southlake, Tarrant County,
Texas, and located at421, 441 and 451 E. S.H. 114, Southlake, Texas. Current
Zoning: "S-P-2" Generalized Site Plan District. SPIN Neighborhood #7.
DETAILS: The applicant is requesting approval of a Site Plan for an above ground
detention pond at Methodist Southlake Hospital to replace the existing
underground detention structure, which is failing. This item was tabled at the
May 4, 2021 City Council meeting. A brief summary of the changes to the
applicant's presentation since that meeting follows (see link to the applicant's
presentation below):
• Revised the Landscape Plan to add 9 Bald Cypress in the basin interior
• Updated the section study slide to highlight the difference in height
between existing grades and proposed grades at Top of Bank/Basin Rim.
• Revised the section sight lines
• Provided a study of 5 other local detention and retention ponds with a
comparison to the proposed detention basin
• Identified (5) alternative drainage basin designs and the pros and cons of
each

LEGAL DESCRIPTION: Lots 1 R and 2R, Block 1, Southlake Medical District

CURRENT ZONING: "S-P-2" Generalized Site Plan District
HISTORY: -A plat for the Brightbill Addition was filed of record prior to annexation
into the City.
-"SF-1A" zoning was placed on a portion of the subject property with
approval of Comprehensive Zoning Ordinance No. 480 on September
19, 1989.
-A zoning change and concept plan (ZA07-052) from "AG" Agricultural
and "SF-1A" Single Family Residential to "S-P-2" Generalized Site Plan
was approved by City Council on July 17, 2007.
-A site plan (ZA08-080) for Phase I was approved by City Council
January 20, 2009.
-A site plan (ZA11-058) to add a four -level parking structure and to
relocate the emergency room entrance and the facilities service yard
was approved by City Council December 6, 2011.
PATHWAYS
MASTER PLAN: The Pathways Master Plan shows an 8-foot plus, multi -use trail along
the south side of E. State Highway 114 and a <6-foot sidewalk along the
north side of E. Highland Street. Both the trail and sidewalk were
constructed with Phase 1 of the hospital.
DRAINAGE: Phase I of the development drains to the existing underground detention
basin.
TREE PRESERVATION: The proposed Tree Conservation Plan shows no existing trees to be
removed.
CITIZEN INPUT: A SPIN meeting was not held for this project. A 2035 Corridor Planning

COMMISSION ACTION: April 22, 2021; Approved (4-0) subject to the staff report dated April 16,
2021 and Site Plan Review Summary No. 2, dated April 16, 2021.

LANDSCAPE COMMENTS:
The originally approved landscaping is required to maintained in perpetuity. Please replace all
landscaping which has died and/or been removed.
GENERAL: The Owner shall be responsible for the continued maintenance in perpetuity of all
landscaping and irrigation. All required landscaping shall be maintained in a neat and orderly
manner at all times. This shall include mowing, edging, pruning, fertilizing, watering, weeding,
keeping beds mulched in accordance with standard horticultural practices or as recommended
by the Landscape Administrator and other such activities common to the maintenance of
landscaping. Landscaped areas shall be kept free of trash, litter; weeds and other such
material or plants not a part of the landscaping. All plant materials shall be maintained in a
healthy and growing condition as is appropriate for the season of the year. All irrigation heads
or lines which are broken and flow water shall be replaced/repaired immediately to prevent the
waste of water.

General Comments:
This review is preliminary. Additional requirements may be necessary with the review of the
civil construction plans.
Drainage Comments:
All detention/retention basins are required to be within a dedicated easement.
Informational Comments:
Submit 22"x34" civil construction plans and a completed Construction Plan Checklist online
through the Costumer Self Service portal, located on the City's website, for review. The plans
shall conform to the most recent construction plan checklist, standard details and general
notes which are located on the City's website:

New Requirement: Provide Stormwater Pollution Prevention Plan (SWPPP) per TXR150000.
The plan must include all required elements in Part III, Section F of the permit. The
Environmental Coordinator will review the SWPPP. For instructions on how to complete the
review of the SWPPP please refer to the Stormwater Management for Construction Sites in:
https://www.citvofsouthlake.com/2237/Stormwater-Management-for-Construction-S. SWPPP
shall be submitted by second review of the civil construction plans.
A geotechnical report will be required for all private and public roadways. The geotechnical
report shall include pavement design parameters for subgrade stabilization.
A Developer Agreement may be required for this development and may need to be approved
by the City Council prior to any construction of public infrastructure. Construction plans for
these improvements must be acceptable to Public Works prior to placing the Developer's
Agreement on the City Council agenda for consideration.
Any hazardous waste being discharged must be pretreated per Ordinance No. 836.
