Subject: Approve Supplement Agreement No. 1 with Freeman-Millican,
Inc. (FMI) to provide engineering design services to construct
utility and paving improvements along Shady Oaks Drive
between Fox Glen and Durham Elementary School in an amount
not to exceed $29,000.

paving improvements along Shady Oaks Drive between Fox Glen
and Durham Elementary School in an amount not to exceed $29,000.
Background
Information: The purpose of this project is to upgrade the existing 6" diameter
water line to a 12" diameter water line to improve system flow and
water supply enhancement. There is also the installation of an 8"
sewer line to provide sewer service via gravity flow and eliminate the
need for lift stations and energy costs for pumping. In addition, new
pavement overlay will replace the existing pavement within the
project limits. The project limits are Shady Oaks Drive between Fox
Glen and Durham Elementary School. Delays were attributed to
roadway construction on North White Chapel Boulevard and waiting
until construction was complete there. This was done to avoid having
two north -south thoroughfares in proximity under construction
simultaneously. In FY 2020, FMI was assigned to complete the
project in the amount of $42,500. However, discrepancies were
noted regarding the location of right-of-way boundaries. This
information needs to be confirmed for right-of-way or easement
acquisition. Plans are 95% complete and once the property
boundaries are verified, the need for easement acquisition will be
confirmed and the project will be finalized and prepared for bidding
and construction.
Under Supplement Agreement No. 1 with FMI, the scope of services
include providing survey services for data collection and property
research and subsurface utility investigations in an amount not to
exceed $29,000. The additional scope will allow the project to
evaluate the need for easement acquisition and complete the final

design phase. Improvements to Shady Oaks Drive were identified as
part of the City's Water System Master Plan and Waste Water
System Master Plan.
Financial
Considerations: Funding for this agreement is budgeted as part of the approved
Capital Improvement Program. This agreement is within the project
budget.
