MEMBERS PRESENT: Daniel Kubiak, Michael Forman, Gina Phalen, Michael Springer,
and Austin Reynolds.
MEMBERS ABSENT: Craig Rothmeier and Scott Dyche.

Deputy Director of Planning & Development Services Dennis Killough; Director of
Community Services Chris Tribble; Policy & Strategic Initiative Principal Planner Jerod

1. CALL TO ORDER:
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:
Consultation with attorney.

3. Mayor Huffman made comments to the Board.
4. Recap of City Council’s action and discussion on Planning and Zoning recommended

2021 meeting.

A motion was made to approve item 6, subject to the staff report dated May 19, 2021,
further subject the site plan review summary #3 dated May 19, 2021, and noting the
previously approved variances as set forth in the staff report.

ABSTRACT NO. 438, CITY OF SOUTHLAKE, TARRANT COUNTY, TEAS, AND
LOCATED AT 1800 S.H. 26, SOUTHALKE, TEXAS. CURRENT ZONING: “I-1”
LIGHT INDUSTRIAL DISTRICT. SPIN NEIGHBORHOOD #8. PUBLIC HEARING
Commissioner Foreman recused himself on item 8.

regards to the traffic study and address comments.

Deputy Director, Dennis Killough addressed comments for clarification from public
hearing.
Chairman Kubiak called the Applicant back for discussion; presentation given by the
Applicant and questions were asked.
A motion was made to approve item 8, subject to the staff report dated May 14, 2021,
further subject the site plan review summary #2 dated May 14, 2021; granting the variance
for the tree preservation; and noting the willingness of the Applicant to review a four or
three-way stop, whichever will lead most acceptable for traffic flow; the Applicant’s
willingness to discuss with residents about the buffer yards adjourning the residential
area, the fence height and material, the emergency gate height and material; and in the
event the western emergency access is added at some point the northern emergency exit
going through the residential area will be closed permanently.
