Subject: Item 4H: Resolution No. 21-025, Authorizing the grant
application submission to the North Central Texas Council of
Governments to build an enclosure at Bicentennial Park for a
cardboard recycle drop-off.
Action
Requested: City Council consideration of Item Resolution No. 21-025,
Authorizing the grant application submission to the North Central
Texas Council of Governments to build an enclosure at Bicentennial
Park for a cardboard recycle drop-off.
Background
Information: Every two years the TCEQ allocates funds to the 24 councils of
governments located in the state of Texas. The NCTCOG allocates
a portion of the funding toward local and regional implementation
grants. Grant funds can be utilized for equipment, construction,
contractual services, and other items such as training and software.
This resolution will authorize Lauren LaNeave, Assistant to the City
Manager, and Rob Cohen, Director of Public Works, to act on behalf
of the City of Southlake in all matters related to the application and
pledging that if a grant is received, the City of Southlake will comply
with the grant requirements of the NCTCOG, the Texas Commission
on Environmental Quality (TCEQ), and the State of Texas.
We would be utilizing grant funds for the design, construction, and
video surveillance of a dumpster enclosure at Bicentennial Park for
resident cardboard recycling. This pilot program is driven by
resident requests for a place to dispose of large amounts of
cardboard, particularly when moving and the holiday season.
Currently, residents can only recycle their cardboard boxes by
placing them in their recycling cart or by scheduling a bulk
cardboard collection. The complaints that staff receive primarily are
that residents have more boxes than will fit in the cart or they do not
want to wait for a scheduled day and would like a location to drop
them off.
Throughout the pilot program staff will monitor the tonnages
produced through this program, evaluate a method of gauging
satisfaction with the program, and continually monitor for illegal
dumping. Staff will evaluate the program after one year of service to
determine the effectiveness of the program. The cost of the
recycling dumpsters are included in the City's contract with Republic
Services at no charge.
Approving the grant application process does not commit the City of
Southlake to any financial obligations now or in the future; to the
contrary, the Solid Waste Grant opens the door to receive NCTCOG
grant funds.

Considerations: Grant approval would allow for up to $16,000 of funding toward the
construction of the enclosure.

Board Review: Upon approval by Southlake City Council, the grant application will
be under review with the North Central Texas Council of
Governments, Regional Solid Waste Grant Program

Alternatives: Without approval, the City of Southlake will be ineligible to apply
for this grant and participate in the Regional Solid Waste Program.

A RESOLUTION OFTHE CITY OF SOUTHLAKE
AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS FOR A REGIONAL SOLID WASTE GRANTS PROGRAM GRANT.
WHEREAS the City of Southlake City Council and Mayor authorize Lauren LaNeave, City
Manager's Office, and Rob Cohen, Public Works, to act on behalf of the City of Southlake
in all matters related to the application; and pledging that if a grant is received the City of
Southlake will comply with the grant requirements of the North Central Texas Council of
Governments, the Texas Commission on Environmental Quality and the State of Texas.
WHEREAS, the North Central Texas Council of Governments is directed by the Texas Commission
on Environmental Quality to administer solid waste grant funds for implementation of the COG's
adopted regional solid waste management plan; and
WHEREAS, the City of Southlake in the State of Texas is qualified to apply for grant
funds under the Request for Applications.
NOWTHEREFORE, BE IT RESOLVED BYTHE CITY OF SOUTHLAKE, TEXAS,THAT:
That Assistant to the City Manager, Lauren LaNeave, and Director of Public
Works, Rob Cohen is authorized to request grant funding under the North Central
Texas Council of Governments Request for Applications of the Regional Solid
Waste Grant Program and act on behalf of the City of Southlake in all matters
related to the grant application and any subsequent grant contract and grant
project that may result.
2. That if the project if funded, the City of Southlake will comply with the grant
requirements of the North Central Texas Council of Governments, Texas
Commission on Environmental Quality and the State of Texas.
3. The grant funds and any grant -funded equipment of facilities will be used only for
the purposed for which they are intended under the grant.
4. Activities will comply with and support the adopted regional and local solid waste
management plans adopted for the geographical area in which the activities are
performed.
