Subject: Item 4G: Resolution No. 21-024, Authorizing the grant
application submission to the North Central Texas Council of
Governments for $200,000 to be used for the construction of
the Bob Jones Nature Center Barn.
Action
Requested: City Council consideration of Item 4G: Resolution No. 21-024,
Authorizing the grant application submission to the North Central
Texas Council of Governments (NCTCOG) for $200,000 to be used
for the construction of the Bob Jones Nature Center Barn.
Background
Information: Every two years the TCEQ allocates funds to the 24 councils of
governments located in the state of Texas. The NCTCOG allocates
a portion of the funding toward local and regional implementation
grants. Grant funds can be utilized for equipment, construction,
contractual services, and other items such as training and software.
This resolution will authorize Chris Tribble, Director of Community
Services and Lauren LaNeave, Assistant to the City Manager, to act
on behalf of the City of Southlake in all matters related to the
application, and pledging that if a grant is received, the City of
Southlake will comply with the grant requirements of the NCTCOG,
the Texas Commission on Environmental Quality (TCEQ), and the
State of Texas.
We would be utilizing grant funds for a portion of the construction
costs for the Bob Jones Nature Center and Preserve Barn where
we hold educational classes, waste mitigation programs, and litter
clean-up events in addition to nature programming. The Adopted FY
2021 Capital Budget has $370,000 in the Park Dedication Fee Fund.
Approving the grant application process does not commit the City of
Southlake to any financial obligations now or in the future; to the
contrary, the Solid Waste Grant opens the door to receive NCTCOG
grant funds. We have requested $200,000 toward construction of
the barn, which is the maximum amount allowed for one application.

Considerations: Grant approval would allow for up to $200,000 of funding toward the
construction of the barn.

Board Review: Upon approval by Southlake City Council, the grant application will
be under review with the North Central Texas Council of
Governments, Regional Solid Waste Grant Program

Alternatives: Without approval, the City of Southlake will be ineligible to apply
for this grant and participate in the Regional Solid Waste Program.

A RESOLUTION OFTHE CITY OF SOUTHLAKE
AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE NORTH CENTRAL TEXAS
COUNCIL OF GOVERNMENTS FOR A REGIONAL SOLID WASTE GRANTS PROGRAM GRANT.
WHEREAS the City of Southlake City Council and Mayor authorize Chris Tribble,
Community Services, and Lauren LaNeave, City Manager's Office, to act on behalf of the
City of Southlake in all matters related to the application; and pledging that if a grant is
received the City of Southlake will comply with the grant requirements of the North Central
Texas Council of Governments, the Texas Commission on Environmental Quality and the
State of Texas.
WHEREAS, the North Central Texas Council of Governments is directed by the Texas Commission
on Environmental Quality to administer solid waste grant funds for implementation of the COG's
adopted regional solid waste management plan; and
WHEREAS, the City of Southlake in the State of Texas is qualified to apply for grant
funds under the Request for Applications.
NOWTHEREFORE, BE IT RESOLVED BYTHE CITY OF SOUTHLAKE, TEXAS,THAT:
That Director of Community Services, Chris Tribble, and Assistant to the City
Manager, Lauren LaNeave, is authorized to request grant funding under the North
Central Texas Council of Governments Request for Applications of the Regional
Solid Waste Grant Program and act on behalf of the City of Southlake in all
matters related to the grant application and any subsequent grant contract and
grant project that may result.
2. That if the project if funded, the City of Southlake will comply with the grant
requirements of the North Central Texas Council of Governments, Texas
Commission on Environmental Quality and the State of Texas.
3. The grant funds and any grant -funded equipment of facilities will be used only for
the purposed for which they are intended under the grant.
4. Activities will comply with and support the adopted regional and local solid waste
management plans adopted for the geographical area in which the activities are
performed.
