Assisted Living and Memory Care facility being a conversion of an existing
office building for up to 16 memory care units located at 1211 S. White
Chapel Blvd., generally located 300 ft. south of the southeast corner of S.
White Chapel Blvd. and E Continental Blvd.
4. Review, discuss and make recommendations on a proposed 7 -Eleven
convenience store and gas station, located at 140 W. SH 114, generally
located at the northwest corner of W. SH 114 and N. White Chapel Blvd.
5. Review, discuss and make recommendations on redevelopment of the
Texaco gas station, convenience store and car wash located at 100 W.
Southlake Blvd into a 4,600 sq. ft. retail building for up to three tenants,
which could include food & beverage with drive-thru service, financial and
general retail uses, being a portion of the Suntree Square Shopping Center
generally located at the northwest corner of W. Southlake Boulevard and N.
White Chapel Blvd.
6. Review, discuss and make recommendations on the proposed
development of The Learning Experience daycare located at 112 River
Oaks Drive, generally located north of the northwest corner of River Oaks
Dr. and W. Southlake Blvd.
7. Review, discuss and make recommendations on the proposed installation
of an above grade detention structure for Methodist Southlake Hospital
located at 441 and 451 E. SH 114, generally located between E. SH 114
and E. Highland St., just east of N. White Chapel Blvd.
8. Review, discuss and make recommendations on the proposed installation
of 3 electric generators and 15 ft. tall screening wall at Central Market within
the Shops of Southlake, located at 1425 E. Southlake Blvd, generally
located at the southwest corner of E. Southlake Blvd. and S. Carroll Ave.
9. Review, discuss and make recommendations on the proposed Verizon
Wireless Campus addition located at 2600 W. Kirkwood Blvd. generally
located northwest of the Verizon Network Equipment Center at 500 W. Dove
Rd
10. Review, discuss and make recommendations on the proposed Extra Space
Storage addition of a 107,010 sq. ft., 3 -story climate controlled storage
building at the existing storage facility located at 1928 Brumlow Ave.,
generally located on the west side of Brumlow Ave. approximately 700 ft.
north of SH 26
11. Review, discuss and make recommendations on the proposed Southlake
Town Square Garden District Residences Site Plan located at 351 Central
Ave., generally located on the east side of Central Ave. between Meeting
St. and Park Ridge Blvd

MEETING
OVERVIEW:
On March 30, 2021 the Southlake 2035 Corridor Planning Committee
held their thirty-first meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted, and the meeting time was
advertised on the City's website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #11 DISCUSSION — Review, discuss and make recommendations on the
proposed Southlake Town Square Garden
351 Central Ave., generally located on
Meeting St. and Park Ridge Blvd.

District Residences Site Plan located at
the east side of Central Ave. between
• Proposed Garden District Residences site plan for 58 residential units in Town
Square
o Proposal includes a public park "The Grove" which includes walking trails
for residents and visitors
• Land Use: Town Center
• Zoning: DT — Downtown District
• Buildings are 4 -sided brick with masonry accent — compatible design with the
surrounding residential buildings
o East building steps down to 3 stories as it approaches Meeting St.
o One unit size: 1,500 sq. ft. minimum and 2,000 sq. ft. average
o Design quality: Class A building
o Private amenities: Terrace/community room
• Applicant proposing public dedication of the new park "The Grove" and
dedication of Stebbins Park (already constructed)
• Sidewalks will be provided along Central Ave., Park Ridge Blvd., and Meeting St.
o Internal sidewalk system around the buildings, amenity features, and park
area also indicated on site plan
• Pedestrian and walkability enhancements — crosswalks and stop signs located at
Federal Way and Central Ave. intersection. Sidewalks along Central Ave.
• History
o May 3, 2011; (ZA10-068) A text amendment to Section 37 ("DT"
Downtown District) of Zoning Ordinance No. 480, as amended, created
the Garden District geographic boundary in Town Square, as well as new
definitions and regulations for the "Garden District" and "Garden District
Residences"
o May 3, 2011 (Case 10 -069 -May 3, 2011), Approval replacing 68
previously approved brownstones with 10 Brownstones and 130 Garden
District units (reduction of 58 Brownstones units). Also, the revised
concept plan for up to 130 new "Garden District" residences and 10
brownstones lots was approved in this district (see below).
o In 2013, Case ZA 13-011 (Nov 19, 2013) the Garden District Concept Plan
Revision replaced 130 Garden District Units with 60 Garden District Units
(change -70 in Garden District Res) and the revised Brownstone SUP (ZA
13-053) replaced 10 Brownstones with 33 Brownstones (change +23
brownstones). The approved concept also was granted a variance to the
allow the residential building to be four floors (Maximum 52' in height).

The concept plan below replaced the May 3, 2011 concept plan and is
currently approved concept plan for the district.
Questions for staff by the Committee:
N/A
Applicant presentation: Frank Bliss
• Preliminary application submitted 3/29/2021
• Enhances the neighborhood
• Constant reductions in units over history/timeline
• Market proving you can develop quality residential in high density environments
• We reduced the number of units once more (60 to 58) to eliminate a building to
include The Grove park
• Meeting with people in the neighborhood and will continue those meetings
through the process. Neighbors are happy and excited about it
• Stebbins Park - open to the public. Truly a public park, but only 23 people pay for
this park - electricity, landscape maintenance. Stebbins Park should be dedicated
to the City. After reviewing upcoming Parks Master Plan, it can generate
economic development
• Include stop sign intersections along Central Ave. - due to cars driving/speeding
through there using it as a major thoroughfare.
• Consider elimination of two parking spaces along frontage for landscaping and
art feature
Questions for applicant by the Committee:
Frances Scharli- Proposal to dedicate park and have City handle maintenance?
Applicant: Yes.
Frances Scharli: If this is granted, there will be requests from other parks to do the
same thing... If we make an exception for this park, then we must do it for others as
well. Not sure we can make this happen.
Applicant: This is the only park of its kind in Town Square that is not public. This is
economic development, so I do believe we are different but understand there are others
wanting to do this.
Frances Scharli: We need to look at precedent.
John Huffman: Not only that, but we are heading into budget season. So, the idea of
assuming a liability is not very attractive. Therefore, this part of the application is not a
go, for me personally. I just don't understand what we're getting in return for the
dedication. This request will be an ongoing discussion point.
Applicant: We have requested to make presentation to Parks Board in April. We would
be happy to address those questions there.
John Huffman: My major concerns are budgetary. If you are asking for something from
us, the question will be what we are getting in return.

Shawn McCaskill: Recommend you speak with Director Tribble regarding budgeting
dollars.
Daniel Kubiak: Staff question - this specific request will be site plan?
Ken Baker: Right, the DT ordinance requires a site plan and elevations approved prior
to building the structure. The zoning is in place, so the next step is the site plan and
elevations.
Daniel Kubiak: So, back in 2013 the zoning and concept plan were settled and now
we're making sure this plan is consistent with that?
John Huffman: Is it consistent with the concept plan?
Ken Baker: That's the determination you can make.
Applicant: The question I've been asked by neighbors is "What if the City determines
it's not consistent?" I reply, "Well if they do then we'll revert and rebuild the plan."
John Huffman: So that's still a viable plan?
Ken Baker: Correct.
Applicant: That's still a viable plan. I will say I've not been able to work out the
economics on delivering the level of quality in that plan than I could've delivered in the
two -building plan.
Daniel Kubiak: Ken — The 2013 site plan, that could be submitted as a site plan
approval. Frank — the 2021 place, does that have any variances with it?
Applicant: We have tried to go out of our way to make sure there are none. We are
currently in the preliminary submittal, so I have not received any comments yet.
Austin Reynolds: Are the building styles podium?
Applicant: Yes, podium. The garage is underneath the building on the left and the north
half of the building on the right. All the parking is two per resident and feeds to elevators
directly up to semi -private lobbies.
Daniel Kubiak: The average resident will have 2,000 sq. ft.?
Applicant: Yes.
