Ken Baker Final Cover Letter 03292021COOPER ""°COMPANY March 29, 2021 Ken Baker Senior Director of Planning & Development Services City of Southlake 1400 Main Street, Suite 310 Southlake, Texas 76092 Re: Southlake Town Square— Block 20, Lot 1 Downtown Residences Site Plan and Plat Revision Request Dear Ken: Cooper & Stebbins (Applicant) is requesting approval of its Block 20 Lot 1 Site Plan and associated Plat Revision, comprised of up to 58 Garden District Residences in two buildings on approximately 2.2 vacant acres located in the Garden District of Southlake Town Square south and west of Park Ridge Blvd, east of Central Ave. and north of Meeting St. (the "Property"). The Application and supporting documents have been prepared in substantial conformance with the 2013 Concept Plan approval, and are available to the City via the following link: https://www.d ropbox.com/sh/egzy85o01awcr6/AAAb8sTg 5KtLPC[40mzp4FlRa?d I=0 . We request a waiver from the Traffic Impact Analysis, which has been done several times previously for this property. The Site Plan use and unit count is less intensive than in any of those prior studies, and less than allowed under the Concept Plan, so a TIA should not be required. A short presentation is included to provide an overview of the Application. This includes two requests of the City: • We ask that the City and Parks Board accept the dedication of Stebbins Park and, upon completion, the newly proposed "The Grove" Park. Stebbins Park already serves the public and provides an important linear linkage meeting the needs of the City's residents, businesses and visitors. On completion, The Grove will add to Town Square's open space amenities and attraction. • We have proposed that the City reconfigure the intersection of Central Avenue and Federal Way, for both safety and aesthetic reason. Before he retired, Bob Price and I talked about the need for crosswalks and stop signs here. To accommodate this, and to provide a point of visual interest, we ask that the City change the parking on either side of the intersection from angled to parallel and "meander'the sidewalk away from the proposed new buildings to provide a larger landscape bed.
