RESOLUTION NO. 21-012 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR COMMERCIAL SCHOOL, INCLUDING TRADE SCHOOL ON PROPERTY DESCRIBED AS LOT 9, BLOCK B, COMMERCE BUSINESS PARK, AN ADDITION TO THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, LOCATED AT 2820 MARKET LOOP, SOUTHLAKE, TEXAS. MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a Specific Use Permit for commercial school, including trade school has been requested by a person or corporation having a proprietary interest in the property zoned as "I-1" Light Industrial District; and, WHEREAS, in accordance with the requirements of Sections 45.1(48) and 45.19 of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof; and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted to allow commercial school, including trade school on property within the City of Southlake, Texas, more fully and completely Resolution No. 21-012 described in Exhibit "A", and as depicted on the approved plan attached hereto and incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and special conditions shall be applicable to the granting of this Specific Use Permit: City Council motion: April 20, 2021; Approved (7-0) subject to the Staff Report dated April 13, 2021 and Specific Use Permit Review Summary No. 2 dated April 1, 2021; noting the specific use permit is tied to the terms of the tenant's lease and any extensions of that lease. SECTION 2. This resolution shall become effective on the date of approval by the City Council. PASSED AND APPROVED THIS 20th DAY OF APRIL 2021. Resolution No. 21-012 EXHIBIT B Steven Hickey's passion has been Taekwondo since he was six years old where he started competing right away. He was a blackbelt at the age of 11 and won many awards and competitions throughout his adolescence. In 2011, he enlisted in the army, and was stationed in Korea. With hard work and determination, he made the US Army taekwondo team, and trained every day for almost two years. When he moved back to the states, he started teaching at NTA while he continued to train. He went back to Korea in 2015 and placed 3rd in the World Championship. He came back and trained even harder. He returned in 2016 to Korea and won the World Championship in board break. After that accomplishment, he went to teaching full-time at NTA while studying physical education at Texas Christian University. In March of 2019, Steven Hickey, who had now been a taekwondo instructor at NTA for four years, had received his 4th degree black belt and knew it was time to create a curriculum of his own and start his own Martial Arts program. He started Top Tier Athletics by renting space out of the Colleyville Senior Center and has been teaching his classes there for the past two years. Even though he has not lost any students (except a couple did not re-register after COVID) and is getting about one new student a month, it of course is always the goal to have your own studio where you can not only grow as a business but have that home studio for your students. Steven is limited by his time and space at his current location, and believes it is time for that step. All his students either reside in Colleyville or Southlake,so his students and the parents will be over the moon with this transition. The discipline, coordination, and athleticism that comes with taekwondo training, is incredibly beneficial for a child's development. He teaches all ages from the youngest student, age 4, to the oldest, age 65. Adults continue to benefit from this type of movement as well for flexibility, health, and strength. Steven will teach taekwondo until he physically cannot and being able to do that in a city like Southlake where his most loyal students and parents reside would be a dream come true.
