Current Zoning: “S-P-2” Generalized Site Plan District. SPIN Neighborhood #1. DETAILS: The applicant is requesting approval of a Site Plan for a one-story, approximately 9,000 square foot STEAM building addition. The previously approved Zoning Change and Concept Plan (ZA01-042) and Site Plan (ZA01- 076) for Clariden School showed a two-story, approximately 22,800 square foot future high school building in the location of the proposed STEAM building. The building as proposed generally conforms to the previously approved plans. PROPERTY SITUATION: 100 Clariden Ranch Rd. LEGAL DESCRIPTION: Lot 7, Block 1, Clariden Ranch Phase III LAND USE CATEGORY: Public/Semi-Public CURRENT ZONING: “S-P-2” Generalized Site Plan District. HISTORY: - The property was annexed into the City in 1988. - A Preliminary Plat for Clariden Ranch was approved by City Council on 1/16/01. - A Zoning Change and Concept Plan (ZA01-042) from “AG” Agricultural District to “S-P-2” Generalized Site Plan District for Clariden School was approved by City Council on 05/15/01. - A Final Plat (ZA01-087) for Lot 7, Block 1, Clariden Ranch was approved by P&Z on 08/23/01. - A Site Plan (ZA01-076) for Clariden School was approved by City Council on 09/18/01. - A Revised Site Plan (ZA02-030) for Clariden School to revise the perimeter fence requirements was approved by City Council on 04/16/02. TREE PRESERVATION: No protected trees are proposed to be removed or altered for the proposed building addition. UTILITIES: The site is served by an existing 8” water line through the site that connects to an 8” line in Clariden Ranch Rd. and a 12” line in N. White Chapel Blvd. The existing sewer connection is to an 8” line in Clariden Ranch Rd. CITIZEN INPUT: A SPIN meeting was held on January 26, 2021. Please make the following changes to the Site Plan (Sheet C4.00) a. Please use a heavier line for the lot boundary than for the setback lines. b. Show and label the width and type of bufferyards along each boundary in accordance with Ord. 480, Section 42 and 43). Show the bufferyard with dashed lines and shading or cross-hatch. Properties within Corridor Overlay Zone see Ord. 480-S § 43.9.c.3. and Exhibits 43-B and 43-C. c. Label the location, maximum height, number of stories, use or uses contained therein, gross floor area on the STEAM building. d. Show the location, type, and height of all walls, fences, and screening devices along the property boundaries. Note whether existing or proposed. e. The minimum parking space dimensions for a parallel space are 8’ x 22’. Please ensure that all parallel spaces comply with the minimum dimensions. f. Please make the following changes to the Site Data Summary Chart: i. Change the Land Use Designation to Public/Semi-Public. ii. The Site Coverage is 0.9% for the new building and 5.4% total. iii. The open space area plus the impervious coverage area must sum to the lot area and the percentage of open space plus the percentage of impervious coverage must sum to 100%. iv. Please revise the parking required numbers to match the numbers in the Parking Analysis provided separately (97 + 40 = 137). v. A loading space is not required for the additional building. g. LANDSCAPE COMMENTS: 1. Within the Interior Landscape Summary Chart on the Site Plan, the “Required” interior landscape calculations are incorrect. The required interior landscape area is based on 30% of all the existing and proposed building’s footprint area. The interior landscape calculations provided on the Landscape Plan are for the proposed building only. It may remain as shown. * The proposed building addition exceeds 5,000 square feet. New construction greater in size than 30% of the existing building or greater than 5,000 square feet shall require compliance with the Landscape Ordinance as it applies to the entire square footage of the existing buildings and the proposed addition, and too the Bufferyards regulations within the Zoning Ordinance. The following statement has been provided on the Landscape Plan. “As a condition of final approval and prior to issuance of a Certificate of Occupancy, the entire site interior landscape and bufferyards must be brought into code compliance as required.” * Indicates informational comment. # Indicates required items comment. Additional requirements may be necessary with the revi ew of the civil construction plans. DRAINAGE COMMENTS: 1. If detention is not being proposed for the increase in runoff, then documentation supporting and certifying that detention is not necessary will be required prior to approval of construction plans. Memorandum shall be signed and sealed by a registered PE. * Discharge of post development runoff must have no adverse impact on downstream properties and meet the provisions of Ordinance No. 605. The plan must include all required elements in Part III, Section F of the permit. The Environmental Coordinator will review the SWPPP. For instructions on how to complete the review of the SWPPP please refer to the Stormwater Management for Construction Sites in: https://www.cityofsouthlake.com/2237/Stormwater-Management-for-Construction-S. SWPPP shall be submitted by second review of the civil construction plans. * A Developer Agreement may be required for this development and may need to be approved by the City Council prior to any construction of public infrastructure. Construction plans for these improvements must be acceptable to Public Works prior to placing the Developer’s Agreement on the City Council agenda for consideration. *=Denotes informational comments that will need to be addressed on the first submittal of the Civil Construction Plans. If the riser is further than 100 feet from the main, the double check valve shall be in a vault. Riser rooms shall be a minimum of 5’X5’ if the double check is located in a vault, or a minimum of 6’X6’ if it is located on the riser. The Fire Department Connection for the sprinkler system must be within 100 feet of a fire hydrant, and within 50 feet of fire department fire lanes on the property. (FDC location not indicated on the plans) Add FDC locations, wall mount or remote connection to meet the distance requirements or add a fire hydrant. (Also, the FDC on buildings must be within 50 feet of fire lane access). General Informational Comments * A SPIN meeting was held on January 26, 2021. A 2035 Corridor Planning Committee meeting was held on January 25, 2021. * No review of proposed signs is intended with this site plan. A separate building permit is required prior to construction of any signs. * All mechanical equipment must be screened of view from right-of-ways and residential properties in accordance with the Zoning Ordinance No. 480, as amended. * All lighting must comply with the Lighting Ordinance No. 693, as amended. * All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment Control Ordinance No. 946, as amended. Case No. Attachment C ZA21-0021 Page 4 * Development must comply with all requirements in Zoning Ordinance No. 480, Section 43, Overlay Zones. * The applicant should be aware that prior to issuance of a building permit a Plat must be processed and filed in the County Plat Records, a fully cor rected site plan, landscape plan, irrigation plan, and building plans, must be submitted for approval and all required fees must be paid. This may include but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact and Tap Fees, and related Permit Fees. * In addition to the City of Southlake impact fees, please be aware that through the wholesale water customer contract with the City of Fort Worth, all new water connections are required to pay the City of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based on the final plat recordation date and building permit issuance.
