S.H. 114 LEGAL DESCRIPTION: Lots 1R and 2R, Block 1, Southlake Medical District LAND USE CATEGORY: Mixed Use, 100-Year Floodplain CURRENT ZONING: “S-P-2” Generalized Site Plan District HISTORY: -A plat for the Brightbill Addition was filed of record prior to annexation into the City. -"SF-1A" zoning was placed on a portion of the subject property with approval of Comprehensive Zoning Ordinance No. 480 on September 19, 1989. -A zoning change and concept plan (ZA07-052) from “AG” Agricultural and “SF-1A” Single Family Residential to “S-P-2” Generalized Site Plan was approved by City Council on July 17, 2007. -A site plan (ZA08-080) for Phase I was approved by City Council January 20, 2009. -A site plan (ZA11-058) to add a four-level parking structure and to relocate the emergency room entrance and the facilities service yard was approved by City Council December 6, 2011. PATHWAYS MASTER PLAN: The Pathways Master Plan shows an 8-foot plus, multi-use trail along the south side of E. State Highway 114 and a <6-foot sidewalk along the north side of E. Highland Street. Both the trail and sidewalk were constructed with Phase 1 of the hospital. DRAINAGE: Phase I of the development drains to the existing underground detention basin. TREE PRESERVATION: The proposed Tree Conservation Plan shows no existing trees to be removed. CITIZEN INPUT: A SPIN meeting was not held for this project. A 2035 Corridor Planning Committee meeting was held on March 30, 2021. Please see the meeting report attached separately. The originally approved landscaping is required to maintained in perpetuity. Please replace all landscaping which has died and/or been removed. GENERAL: The Owner shall be responsible for the continued maintenance in perpetuity of all landscaping and irrigation. All required landscaping shall be maintained in a neat and orderly manner at all times. This shall include mowing, edging, pruning, fertilizing, watering, weeding, keeping beds mulched in accordance with standard horticultural practices or as recommended by the Landscape Administrator and other such activities common to the maintenance of landscaping. Landscaped areas shall be kept free of trash, litter; weeds and other such material or plants not a part of the landscaping. All plant materials shall be maintained in a healthy and growing condition as is appropriate for the season of the year. The previous review comments are included below. GENERAL COMMENTS: 1. This review is preliminary. Additional requirements may be necessary with the review of the civil construction plans. 2. Label the retaining wall callout on the site Plan to say “Retaining Wall with safety rail” or something similar. DRAINAGE COMMENTS: 1. All detention/retention basins are required to be within a dedicated easement. 2. Please provide a memo that discusses the proposed design and how the development affects the floodplain. 3. Wall elevations listed on the Site Plan do not match the elevations on the Paving and Grading plan sheets. Please revise the elevations to match. INFORMATIONAL COMMENTS: * Submit 22”x34” civil construction plans and a completed Construction Plan Checklist directly to the Public Works Administration Department for review. Please allow 15 business days for review. The plans shall conform to the most recent construction plan checklist, standard details and general notes which are located on the City’s website: http://www.cityofsouthlake.com/PublicWorks/engineeringdesign.asp * New Requirement: Provide Stormwater Pollution Prevention Plan (SWPPP) per TXR150000. The plan must include all required elements in Part III, Section F of the permit. The Environmental Coordinator will review the SWPPP. For instructions on how to complete the review of the SWPPP please refer to the Stormwater Management for Construction Sites in: https://www.cityofsouthlake.com/2237/Stormwater-Management-for-Construction-S. SWPPP shall be submitted by second review of the civil construction plans. * A geotechnical report will be required for all private and public roadways. The geotechnical report shall include pavement design parameters for subgrade stabilization. * A Developer Agreement may be required for this development and may need to be approved by the City Council prior to any construction of public infrastructure. Construction plans for these improvements must be acceptable to Public Works prior to placing the Developer’s Agreement on the City Council agenda for consideration. * Any hazardous waste being discharged must be pretreated per Ordinance No. 836.
