RESOLUTION NO. 09-069 OFFICIAL RECORD A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR PROMOTIONAL SALES FROM KIOSKS FOR SOUTHLAKE TOWN SQUARE "RIDE AND DRIVE" AUTOMOBILE PROMOTIONAL EVENTS ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT SOUTHLAKE TOWN SQUARE, 1240 MAIN STREET AND 1430 DIVISION STREET, LOCATIONS BEING LEGALLY DESCRIBED AS LOT 4, BLOCK 2R1 AND LOT 1, BLOCK 18, SOUTHLAKE TOWN SQUARE ADDITION DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a Specific Use Permit for promotional sales from kiosks for Southlake Town Square "Ride and Drive" automobile promotional events has been requested by a person or corporation having a proprietary interest in the property zoned as "DT" Downtown District; and, WHEREAS, in accordance with the requirements of Section 37.8 of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof; and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted for promotional sales from kiosks for Southlake Town Square "Ride and Drive" automobile promotional events on the property located at Southlake Town Square, 1240 Main Street and 1430 Division Street, being legally described as Lot 4, Block 2R1 and Lot 1, Block 18, Southlake Town Square Addition, an addition to the City of Southlake, Tarrant County, Texas more fully and completely described in Exhibit "A", and as depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and special conditions shall be applicable to the granting of this Specific Use Permit: 1. Allowing seven (7) events as requested by the applicant — one (1) in 2009 and six (6) in 2010; to follow the black -out dates as provided by the applicant; including recommendations by the Planning and Zoning Commission for the signage restrictions up to six (6) signs with staff approval of signage; and subject to the Staff Report dated October 16, 2009. SECTION 2. This resolution shall become effective on the date of approval by the City Council. PASSED AND APPROVED THIS 3RD DAY OF NOVEMBER, 2009. EXHIBIT B SOUTH LAKE TOWN SQUARE a Inland Southwest Management Company is requesting approval of a specific use permit to allow Inland to host "6" Ride & Drive events in 2010 and "1" Ride & Drive event in November of 2009 in Southlake Town Square. A Ride & Drive event is a marketing technique that major car companies use to introduce and invite consumers to test drive new cars as part of the marketing intro strategy of their newest products. Ride & Drive events are planned, managed and executed by major automotive marketing consult- ants and partner marketing companies. Event locations are pre selected based on economics and are then scouted for feasibility and dates. Final approval on location is made by car company ex- ecutives. Only top quality events would be permitted at Southlake Town Square. Marketing budgets for Ride & Drive tours can range from $3 million to $15 million. Benefits to hosting Ride & Drive events are: Increased sales for the merchants/increased sales tax revenue for the city. Event marketing is targeted to drive traffic to the event through email, radio, print and social sites. Town Square gift cards provided for all participants as part of the strategy for some events. Event may be tied to charity (local) as a fundraiser. Cadillac has suggested a tie-in to Safety Town for a November event. Long term relationship building with big car corporations for future sponsorship opportunities. Natural tie-in with Safety Town - Revenue generated for Inland to offset marketing cost to tenants thus lowering their annual contri- bution. Opportunity to draw visitors to Southlake to experience what our great town has to offer. Not only benefiting Southlake Town Square but also showcasing other city attractions. We consistently hear from visitors that they are experiencing Southlake for the very first time! These visitors can lead to Home sales, business relocation, etc. etc. Dates of the events are subject to requests.
