RESOLUTION NO. 08-015
A RESOLUTION AUTHORIZING THE CITY OF SOUTHLAU TO
ACQUIRE CLEAN FLEET VEHICLES TO THE EXTENT FINANCIALLY
PRACTICAL UNDER ANNUAL BUDGETARY CONSTRAINTS; TO FOCUS
ON ACQUIRING HYBRID VEHICLES WHENEVER POSSIBLE; AND TO
OPERATE CITY VEHICLES IN AN ENVIRONMENTALLY CONSCIOUS
MANNER; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of SouHa* Texas is a home rule city acting under its charter• adopted by the
eledw.ate pursuant to Article A Section 5 ofthe Texas Constitution and Chapter 9 of the Local Government Code;
and
WHEREAS, the City Cctmcfl of the City of S%6&lm has detmnined that effort contributing to the
reduction in local air pollution will jw=w the qualify of He for all citizens, which is a primary goal ofthe City, and
WHEREAS, the Regional Transportation Council, comprised primarily of local elected
officials, is the regional transportation policy body associated with the North Central Texas Council of
Governments, and has been and continues to be a forum for cooperative decisions on transportation,
and
WHEREAS, the Regional Transportation Council supports the adoption and implementation
of a Clean Fleet Vehicle Policy, and adopted a Model Ordinance on October 13, 2005, for regional governmental
entities to consider; and
WHEREAS, the Dallas -Fort Wortb area is a federally designated nonattainment area for the
pollutant ozone and air quality impacts the public health of the entire region; and
WFIEREAS, approximately fifty percent of the nitrogen oxide emissions in the Dallas -Fort
Worth nonattainment area come from on -road vehicles; and
WHEREAS, the City of Soutblake wishes to set achievable goals and provide workable, cost
effective solutions to improve the Dallas -Fort Worth Metropolitan Area air, and implement those measures as soon
aspracticableto improve air quality as well as the resident's quality of life.
NOW, THEREFORE, BE IT RESOLVED BY THE CnT COUNCIL OF THE CM OF SOUMA]KE,
TEXAS;
The City of Southlake shall, to the extent possible under annual budgetary constraints, acquire
replacement and expansion fleet vehicles that are the newest model year or engine standard available at
the time of purchase. Further, any aftermarket technologies and/or conversions shall be Environmental
Protection Agency and/or California Air Resources Board compliant or certified. This shall not prohibit
the City from initiating fleet test programs.
SECTION 2.
The City of Southlake shall, when appropriate cost -benefit and air quality analyses are
favorable, maximize its purchases of hybrid vehicles for administrative and other assignments when
operational need can be met, throughout the City. Further, the City shall explore alternative fuel
options for vehicles and equipment where operational needs can be met and within budgetary
constraints,

SECTION 3.
Vehicle idling by the City of Southlake vehicles and motorized equipment shall be minimized
to the greatest extent possible given operational requirements, and is :recommended only for safety,
emergency response, vehicle maintenance, equipment activity, warm-up/operations in cold temperature,
and manufacturer recommended minimum idlefwarm up tunes. To the greatest extent possible and in
keeping with operational requirements, the vehicles with the lowest nitrous oxide emissions shall drive
the most miles. Further, to the extent possible given operational requirements. City shall endeavor to
comply with the Refueling Guidance provided by NCTCOG.
SECTION A.
That annual emissions inspections shall be performed for all City vehicles, even for vehicles
with no state -mandated inspection requirement. This shall include a visual "excessive smoke"
inspection for all diesel powered vehicles and equipment.
SECTION 5.
That City of Southdake shall provide NCTCOG with an annual electronic update of fleet size
and activity in a format established by NCTCOG.
SECTION 6.
That City of Soutlilake shall consider voluntary participation in TCEQ and/or NCTCOG
inspectionhnaintenance programs as they arise. Further, City of Southlake recognizes the importance of
driver/staff training and shall educate drivers/staff of the importance of air-quality appropriate
operations.
SECTION 7.
This resolution shall be effective immediately upon its adoption by the City Council,

Vehicle Idle Reduction Policy
I. Purpose
The purpose of this policy is to establish and define guidelines for the reduction of
unnecessary vehicle and equipment engine idling. This policy is expected to reduce
operating costs, fuel consumption and engine wear due to unnecessary engine idling of
vehicles and equipment. The City of Southlake is committed to improving the health and
quality of life of its citizens and the reduction of pollution generated by city vehicles is a
primary component of that commitment.
H. Applicability
This policy applies to all City of Southlake employees using City vehicles or
motorized equipment to perform assigned duties.
III. Policy
The driver or operator of a City vehicle or motorized equipment shall turn off the
engine upon reaching destination unless it is essential to keep the engine running for the
conduct of City business, for personal safety, to comply with traffic laws, or for one of
the following exceptions:
1) An emergency vehicle participating in emergency activities or activities
directly related to public safety;
2) Vehicles used for law enforcement surveillance purposes;
3) Vehicles or motorized equipment that are required to idle in order to
power hydraulic equipment, compressors, pumps, auxiliary equipment or
lights, while engaged in work activities that require such safety equipment
to be operational;
4) Vehicles equipped with temperature sensitive systems to preserve medical
supplies;
5) Vehicles that must be kept at an appropriate temperature for the health and
safety of animals being transported;
6) When idling is required as part of the vehicle inspection or repair process.
7) Medium and Heavy duty vehicles and motorized equipment which require
engine cool down prior to shutting down — should not exceed 5 minutes;
8) When the health or safety of employee's or others may be jeopardized;
9) In situations where driver safety may be compromised;
10) In extreme weather situations, where idling prior to departure is necessary
for vehicle or motorized equipment operation.
