2007-045OFFICIAL RECORD RESOLUTION NO. 07-045 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO A COMMUNITY TASK FORCE, STUDENTS AND PARENTS AGAINST RISK TO OUR KIDS IN SOUTHLAKE S.P.A.R.K.S.); AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on August 7, 2007, the City Council of the City of Southlake, Texas, approved Resolution No. 07-044, establishing a community task force, Students and Parents Against Risks to our Kids in Southlake (S.P.A.R.K.S.), with its mission of sparking ideas, sharing information, identifying needs, educating the community, mobilizing resources, promoting collaboration and advocating for sound public policy in a new commitment to empower our citizens in the battle against underage drinking, drugs, and internet perils. The task force shall act as an advisory board to the City Council and the School Board. WHEREAS, the Task Force shall be composed of the following members who will participate as voting members of the Task Force and shall serve a term of two years: 1. Two members of the City Council, appointed by the City Council; one of whom shall serve as Chair; 2. One member of the School Board, appointed by the School Board; 3. One member who is a young adult residing in Southlake, appointed by the City Council; 4. One member who is a School Resource Officer, recommended by the City Manager and appointed by the City Council; 5. One member who is a licensed chemical dependency counselor (LCD) or other licensed mental health professional, appointed by City Council; 6. One member who is a School Counselor from either the High School or Senior High School, appointed by the School Board; 7. One member of a PTO, appointed by the PTO President; 8. One member who is a youth minister, appointed by City Council; 9. Two students from Carroll High School and two students from Carroll Senior High School, nominated by the Principal of each school and the School Resource Officer of each school; 10. Two members who are citizens at -large and are parents, appointed by the City Council; and, 11. One member representing Teen Court, recommended by the City Manager and appointed by the City Council. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All of the findings in the preamble are found to be true and correct and the City Council hereby incorporates said findings into the body of this resolution as if copied in their entirety. Section 2. As stipulated above, the City Council hereby appoints the following member to the Students and Parents Against Risks to our Kids in Southlake (S.P.A.R.K.S.) for terms as follows: Laura K. Hill City Council member (to expire May 2009) Since this group is being newly formed, the remainder of the appointments will be made at a later date. City Council member (to expire May 2009) young adult residing in Southlake (to expire May 2009) School Resource Officer, recommended by the City Manager (to expire May 2009) licensed chemical dependency counselor (LCD) or other licensed mental health professional (to expire May 2009) youth minister (to expire May 2009) citizen -at -large who is also a parent (to expire May 2009) citizen -at -large who is also a parent (to expire May 2009) Teen Court representative, recommended by the City Manager (to expire May 2009) Section 3. The City Council also appoints City Council member, Laura K. Hill. who shall serve as Chair to this task force. Section 4. This resolution shall become effective after its passage and approval by the City Council. PASSED AND APPROVED THIS THE 7" DAY OF AUGUST 2007.
