2007-030OFFICIAL RECORD RESOLUTION NO. 07-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A MASS GATHERING EVENT FOR THE GATEWAY CHURCH FALL FESTIVAL ON PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT DRAGON STADIUM, 1085 S. KIMBALL AVENUE, BEING LEGALLY DESCRIBED AS LOT 1, BLOCK 1, CARROLL I.S.D. NO. 6 ADDITION, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE., WHEREAS, a Specific Use Permit for a mass gathering event for the Gateway Church Fall Festival has been requested by a person or corporation having a proprietary interest in the property zoned as "S -P-1" Detailed Site Plan District; and, WHEREAS, in accordance with the requirements of Sections 45.1 (37) & 45.14 of the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite notices by publication and otherwise, and have afforded the persons interested and situated in the affected area and in the vicinity thereof, and, WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use Permit is in the best interest of the public health, safety, morals and general welfare of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS: SECTION 1. A Specific Use Permit is hereby granted for a mass gathering event for the Gateway Church Fall Festival on the property located at Dragon Stadium, 1085 S. Kimball Avenue, being legally described as Lot 1, Block 1, Carroll I.S.D. No. 6 Addition, an addition to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet `A', Slides 6413 & 6414, Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit `B" and providing an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The specific use permit was approved as presented by staff and the applicant. SECTION 2. This resolution shall become effective on the date of approval by the City Council. DRAGON STADIUM PRESENTED BY GATEWAY CHURCH 2121 E. SOUTHLAKE BLVD. SOUTHLAKE, TX 76092 The 2007 Gateway Fall Festival will be in the parking lot of Dragon Stadium. A contract has been signed with the Carroll Independent School District to use the parking lot and restroom facilities. There were approximately 8,000 in attendance last year at the stadium. Therefore, we need more room and parking space than is available at the church's current facilities. The stadium adequately accommodates our needs. We anticipate a crowd of 10,000 to 12,000 this year. There will be an admission fee of $2 each (ages 1 and up) to help cover costs. Children five and under will have games especially for their age. There will be access to the restrooms at the stadium. There will be a central location for a nurse for first aid, information and lost and found with signs to that effect. The parking lot will contain tents in three sections measuring 10' and 15' wide with a total length of 400' to be erected by Live Wire Special Events. The application for the tent permit will be submitted to the City as the time gets closer. There will be games only inside the tents, including agility and skill games. There will also be several games/booths spread over the parking lot, including face painting and toss games. We will have many inflatables and rentals, including Twin Spin, bounce houses, Clubhouse Combo, a trackless train, Sports Arena, Laser Maze, Kiddie Striker, Caterpillar Crawl, Deluxe Obstacle Course, bungee run, popcorn machines, cotton candy machines, giant slides, a petting zoo and pony ride, Power Mountain Climb, Money Machine, Jumbo .Jet Funhouse, Noah's Ark Challenge, and Golf Distance, just to name a few. The majority of the rentals will be run and supervised by employees of the inflatable companies. Each company will provide sufficient power (generators) for each rented item. We will have cotton candy and popcorn available free of charge. Pizza, BBQ, soft drinks and bottled water will be available for purchase from Cici's Pizza and Cottonbelt BBQ. Each vendor is responsible for obtaining the appropriate permits from the City. In addition to regular parking lot lighting, the stadium lights will be on and we are renting six light towers. Barricades will block traffic from any and all pedestrian areas, but all areas will be accessible to fire and emergency vehicles. There will be 7-10 off-duty officers to help with traffic and crowd control. The ISD Facilities Department will take care of all refuse on a timely basis throughout the evening and clean up after the festival has ended. Trashcans will be located throughout the parking lot, convenient to the public. All church property will be removed and all vendors will pick up their equipment at the conclusion of the event.
