A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
TELECOMMUNICATIONS TOWERS, ANTENNAS, AND
ANCILLARY BUILDINGS ON PROPERTY WITHIN THE CITY OF
SOUTHLAKE, TEXAS, BEING LEGALLY DESCRIBED AS LOT 3R5,
BLOCK 1, MIRON ADDITION, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE
APPROVED CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for telecommunications towers, antennas, and ancillary buildings
has been requested by a person or corporation having a proprietary interest in the property zoned as `B-1"
Business Service Park District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (3 1) and Section 45.8 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the telecommunications towers, antennas, and ancillary
buildings on the property being legally described as Lot 3R5, Block 1, Miron Addition, an addition to the City
of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet A, Slide 3 90 1, Plat Records,
Tarrant County, Texas, more fully and completely described in Exhibit "A", and as depicted on the approved
Concept Plan attached hereto and incorporated herein as Exhibit `B" and providing an effective date, subject
to the provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The

following specific requirements and special conditions shall be applicable to the granting of this Specific Use
Permit:
1. Granting the requested variance to allow a microwave dish mounted on the pole portion of a
monopole tower;
2. Granting the requested variance to allow more than three equipment structures on the site;
3. Granting the requested variance to screening and bufferyards to allow the existing plantings
and screening be permitted;
4. Subject to the following conditions of the Site Plan Review Summary No. 4 dated April 28,
2006:
a. Label the type and height of the plantings existing to be used for screening devices.
b. Show the parking stall intended for off-street parking. Label the dimensions of the
parking space. One (1) all weather surface parking space shall be provided on each
site.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
PASSED AND APPROVED THIS 16TH DAY OF MAY, 2006.

LETTER OF INTENT
FIBERTOWER
Fibertower provides microwave backhaul signal capacity to existing wireless providers
across the nation. The purpose of this case is to allow the installation of a small
approximately 2 -ft diameter) microwave antenna dish onto an existing cell tower within
Southlake. The dish will send the cell traffic one of two places, either to another tower
within the "link" or to a hub site which is typically atop an office building nearby, "hub".
Eventually many wireless telephone calls will be handled wirelessly. This provides for
an efficient means of transport of mobile telephone calls. The processor or "brain" of the
antenna is contained within a small radio processing cabinet typically located at the base
of the tower. This cabinet is typically the size of a small filing cabinet, approximately 4
feet tall and 2x3 -ft diameter. The antenna is connected to the cabinet by small wires
typically run inside the existing monopole.
Fibertower's network is typically a point-to-point network. Thus in some cases the tower
might contain two antenna dishes. In that instance, the tower's dishes act as a relay point
as well as adding the new traffic that is "picked up" at the relay point. The dishes act in a
send -receive capacity. The frequency at which they operate is a licensed by the FCC at
between 17.9GHz and 19.9GHz so as to not interfere with other airwave uses.
