A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, AUTHORIZING AND
ENDORSING THE APPLICATION FOR FUNDING FROM
THE NORTH CENTRAL TEXAS COUNCIL OF
GOVERNMENTS RTC PARTNERSHIP PROGRAM 3:
ARTERIAL INSTERSECTIONS AND BOTTLENECK
IMPROVEMENTS FOR THE ULTIMATE
CONSTRUCTION OF THE F.M. 1709 / PEARSON LANE /
UNION CHURCH INTERSECTION.
WHEREAS, F.M. 1709 represents a primary east -west route for residents of northeast
Tarrant County and is identified as a regionally significant arterial in Mobility 2025: The
Metropolitan Transportation Plan; and,
WHEREAS, Pearson Lane -Union Church Road represent a primary north -south route
for residents of northeast Tarrant County, especially residents of Southlake and Keller; and,
WHEREAS, F.M. 1709 is identified as an arterial, Pearson Lane is identified as an
arterial north of F.M. 1709 and as a collector south of F.M. 1709, and Union Church Road is
identified as a collector on the City's Master Thoroughfare Plan; and
WHEREAS, daily traffic counts have increased significantly along F.M. 1709, Pearson
Lane, and Union Church in the past five years; and
WHEREAS, the unimproved intersection has resulted in increased traffic congestion,
worsening air quality, reduced level of service and potential delay in emergency response; and
WHEREAS, construction of the ultimate intersection is critically needed in this area for
efficient and safe movement of vehicular traffic; and
WHEREAS, construction of the ultimate intersection will improve access to and from
adjacent commercial sites; and
WHEREAS, public support for the project has already been received in the form of

dedicated right-of-way for the roadway; and
WHEREAS, the City of Southlake has prepared engineering plans for this project; and
WHEREAS, the City of Southlake will provide a 20% local funding match and has
included this project in the City's Capital Improvements Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SOUTHLAKE, TEXAS THAT:
SECTION 1.
The application for funding from the North Central Texas Council of Governments RTC
Partnership Program 3 for construction of the F.M. 1709/Pearson Lane/Union Church Road is
hereby authorized and endorsed.
SECTION 2.
This resolution shall take effect upon its passage and approval.
