RESOLUTION NO. 02-055 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, ADOPTING THE POLICIES AND
PROCEDURES FOR THE TEXSHARE CARD PROGRAM FOR THE
SOUTHLAKE PUBLIC LIBRARY.
WHEREAS, to receive funding from the Texas Loan Star Libraries program, Southlake Public
Library must be a participant in the TexShare Library Card Program by September 1, 2002; and
WHEREAS, Level 2 participation in the TexShare Card Program was approved by the Southlake
City Council at the July 16, 2002 City Council meeting;
NOW THEREFORE BE IT RESOLVED BY THE SOUTHLAKE CITY COUNCIL THAT:
SECTION 1: The Southlake City Council has hereby adopted the TexShare Card Program Policies
and Procedures in accordance with the TexShare Library Card Program Agreement and is in compliance
with the Texas Loan Star Libraries program.

Statement of Purpose
The purpose of this policy is to provide a lending policy for participants of the TexShare Library Card
program.
Policy Statement
To insure that prospective TexShare borrowers become acquainted with the regulations of the Southlake
Public Library, the following policies and procedures are set in accordance with the TexShare Library Card
Program Agreement.
Restrictions/Limitations (Borrowing restrictions or limitations on library use.)
TexShare card holders may check out 3 items on their first visit, then a maximum of 6 items
thereafter.
One user per card — no additional users may be added to a TexShare card.
Interlibrary loan is not offered on TexShare cards.
Borrowing privileges will be blocked until outstanding fines are paid and overdue items returned.
Eligibility (How TexShare borrowers may apply for borrowinLy privileges at Southlake Public Librarv)
Borrowers must have a valid TexShare card issued to them by their home library and a photo ID
showing a permanent address.
o Both the TexShare card and photo id must be presented to check out materials.
o Borrowers will be asked to complete a card application form for the Southlake Public Library.
As a home library, Southlake Public Library will issue TexShare cards to registered patrons who:
o Are 18 years of age or older
o Do not have outstanding fines or fees
o Have completed a period of regular library use for 3 months (no excessive fines, damaged/lost
materials, or overdues).
Check-out Card Availabilitv (Hours that borrowing privileges are granted or cards issued to
TexShare borrowers.)
Borrowing privileges and card applications are available during regular library hours.
Borrowing privileges remain in effect until the expiration date of the TexShare card.
TexShare cards issued by the Southlake Public Library will expire either one (1) year from issuance,
or on the same date as the Southlake Public Library card expires (whichever comes first).
TexShare cards must be renewed in person, with a photo id showing a permanent address.
Hours of Operation
Same as posted Southlake Public Library hours.
Renewals
Two (2) renewals may be made on materials either by phone or in person.
No renewals are allowed on bestsellers, audio books, or materials on reserve.
Returns
Materials may be returned to the circulation desk book drop or to the outside book drops located on
the North side of Town Hall, to the right of the steps.
Items returned by mail must be received by the library before the due date to avoid extended -use
charges.
o Items must be mailed first-class and insured.
o Postage must be paid for by borrower.

Overdue Reminders
As a courtesy, three (3) mail notices will be sent, each at 2 week intervals from the due date.
Failure to return items and pay fines will result in the suspension of privileges, and notification will
be sent to the home library.
Recalls (Does not apply to Southlake Public Library)
Non-circulatine items
Reference materials, periodicals, and newspapers do not circulate.

Billing Information
Payments may be submitted at the circulation desk or by mail.
o If by mail, please include the TexShare card number and title of borrowed item.
TexShare card holder agrees to pay any charges incurred as a result of late return, damage, or
loss of materials.
Failure to comply will result in the loss of TexShare library card privileges, and notification of
home library.
