Mr. Clayton Reed provided the invocation. Mayor Laura Hill led the pledges of allegiance
to the United States and Texas Flags.

CARE
Director of Economic Development and Tourism Daniel Cortez introduced a video
showcasing Texas Health Breeze Urgent Care, a local Southlake business.

Regular Session was called to order by Mayor Hill at 5:38pm.
2A. EXECUTIVE SESSION
Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation
with city attorney and Section 551.074 deliberation regarding personnel matters. City
Council adjourned for Executive Session at 5:38pm. Executive Session began at 5:50pm
and concluded at 7:00pm.

Motion was made to approve the Consent Agenda Items 4A-4I, and moving Items 7A,
8A, and 9B from the Regular Agenda to Consent for approval, noting the following:
- Item 4D – Approving Resolution No. 21-009, Ratifying new and existing temporary
regulations and activities for Southlake businesses during the COVID-19 emergency
until June 1, 2021 and authorizing the City Manager to extend, implement and enact
these or other similar regulations or activities beyond June 15, 2021.
- Item 4E – Approve SV20-0018 – Sign Variance as outlined in the staff report dated
February 26, 2021 for Transport Workers Union and allow the sign to be located within
the 10’ setback from the property line but noting that the sign will be located
approximately 19. 5’ back from the Kimball Avenue roadway curb line.
- Withdrawn Item 4F – Resolution No. 20-057, (ZA20-0064) – Specific Use Permit for
a Residential Solar Energy System for property located at 923 Dove Creek Trail,
Southlake. (This item has been withdrawn by the applicant.)
- Tabling Item 4G – Case ZA18-006 - Zoning Change and Concept/Site Plan for
Creekside Point - formerly known as Southwest Meadows per the applicant’s request
to April 6, 2021 City Council meeting.
- Tabling Item 4H – Case ZA21-0007 – Zoning Change and Site Plan for Mustang
Business Park for property located at 1800 S.H. 25, Southlake per the applicant’s
request at the February 25, 2021 Planning and Zoning Commission meeting and is
scheduled to be considered by the Planning and Zoning Commission at its April 8,
2021 meeting. If the Planning and Zoning Commission makes a recommendation on
this item, the item would be placed on the April 20, 2021 City Council agenda.
- Item 7A - Approve item Ordinance 480-779, (ZA21-0005), 1st Reading, Zoning
Change and Concept Plan for Lot 2, Tate Addition and a portion of Lot 2, Joel W.
Chivers No. 350 Addition and a Concept Plan to also include all of Lots 1 and 2, Joel
W. Chivers No. 350 Addition, both additions being additions to the City of Southlake,
Tarrant County, Texas, and located at 2465, 2525 and 2535 N. White Chapel Blvd.,
Southlake. Including the approval of the variances outlined in the staff report and
subject to the staff report dated February 26, 2021and the Revised Concept Plan

- Driveway Ordinance No. 634 requires a minimum centerline to centerline driveway
spacing of 100’ for residential driveways on arterials. A variance is approved to allow
the existing spacing to the east and west along E. Dove Rd., which is approximately
85’ to the west and approximately 98’ to the east that exists with the current driveway
today.
Also noting:
- The variances to allow 10’ side yard setbacks as shown on the concept plan and a
septic system on a lot less than one acre were approved by the Zoning Board of

- Also noting that the City Council finds that the lot configuration is consistent with the

answered questions from Council.
Although not a public hearing, Mayor Hill allowed the following person to speak at 7:57pm.
Denicia Heitman, 475 E. Dove Rd, spoke in opposition to this item.
The following person did not wish to speak, but wished to register their opposition:

There being no one else wishing to speak, Mayor Hill closed the item at 8:03pm.
Motion was made to approve Item 9A, ZA19-0027, Plat Revision for Lots 3R3R1 and
3R3R2, Block 1, Steward Addition on property described as Lot 3R3, Block 1, Steward
Addition located at 551 E. Dove Rd., (addressed as 551 and 561 E. Dove Rd. by Tarrant
Appraisal District) Southlake, subject to Staff Report dated February 24, 2021, and Plat
Review Summary No. 5, dated February 24, 2021, granting the following:
1. Subdivision Ordinance No. 483, as amended, Sections 8.01(A) and 5.04 requires that
every lot shall front on a public street. The applicant is requesting a variance to this
requirement.
2. Subdivision Ordinance No. 483, section 5.06 requires minimum 5’ sidewalks along
both sides of all public and private streets. No sidewalks are proposed.
Also noting:
- Any improvements along Dove Rd to address the mailbox and trash can issue must
receive approval from the City’s Public Works Department.
- A condition as part of this application and motion, a construction of a full, not half cul-
de-sac, at the southern end of the road, in the dimensions, materials and quality as
approved by the City’s Public Works Department. But no improvements will be
required until an application for development and a building permit is made on Lot
3R3R2.
