A RESOLUTION AUTHORIZING THE SUBMISSION OF A NON-BINDING
REFERENDUM FOR THE PURPOSE OF SUBMITTING TO THE VOTERS
APPROVAL OF TOWN CENTER AS THE SITE FOR THE FUTURE CITY
HALL; AUTHORIZING THE CITY SECRETARY TO CONDUCT, ON
BEHALF OF THE TEMPORARY BOARD OF DIRECTORS OF THE
SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT, AN
ELECTION FOR THE PURPOSE OF DETERMINING WHETHER THE
DISTRICT SHOULD BE CREATED; DETERMINING THE DATES FOR
EARLY VOTING; DETERMINING THE PROCEDURES RELATED TO
THE ELECTION; AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City Council has appointed the Temporary Board of Directors of the
Southlake Crime Control and .Prevention District to study and make recommendations on whether
the District should be created, and to formulate a strategic plan and budget for the District; and
WHEREAS, the Temporary Board has formulated a strategic plan and budget, and desires
to call an election for November 4, 1997 for the purpose of determining whether the District should
be created and an additional sales tax levied; and
WHEREAS, the City Council wishes to determine whether the citizens of Southlake support
Town Center as the site of the new City Hall and submission of this proposition as a non-binding
referendum to the voters will be an effective means of measuring the will of the citizens in this regard.
NOW, THEREFORE, IT IS ORDERED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
The City Council hereby approves the holding of an election on November 4, 1997, to allow
the voters to determine whether the Southlake Crime Control and Prevention District should be
created and an additional half -cent sales tax should be levied. The election shall be conducted in
accordance with the previsions of Resolution No. 97-40 of the City Council of the City of Southlake,
this resolution, and Resolution 97-02 of the Temporary Board of Directors.
SECTION 2.
The City Council hereby orders the following proposition to be submitted to the voters, as
a non-binding referendum, on the ballot at the November 4 election:
Do you support the Town Center site as the location for the new city hall?

The ballot will be prepared so as to conform with the provisions of the Texas Election Code,
and will be expressed substantially as set forth above.
SECTION 3.
Early voting for said election shall be held during the following hours:
October 20-24, 1997 Monday -Friday 8:30 a.m to 5:00 p.m
October 25, 1997 Saturday 10:00 a.m to 4:00 p.m.
October 26, 1997 Sunday Closed
October 27-31, 1997 Monday -Thursday 8:30 a.m. to 5:00 p.m.
Applications for early voting by mail shall be delivered to the City Secretary. Early voting, both by
personal appearance and by mail, shall be by optic scan machine and shall be canvassed by the Early
Voting Ballot Board, which is hereby created. The presiding Election Judge and the alternate
presiding Election Judge appointed by the Council pursuant to Resolution No. 97-40, shall serve as
the presiding officer and the alternate presiding officer, respectively, of the Early Voting Ballot
Board. The other election officers serving at the election shall serve as the other members of the
Early Voting Ballot Board for the election.
SECTION 4.
Resolution No. 97-40, to the extent it conflicts with this Resolution, is hereby repealed. In
all other respects, the provisions of Resolution 97-40 are controlling and of full force and effect.
SECTION 5
This resolution is effective immediately upon its passage and approval.
