COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION BOARD MEMBERS ABSENT: None. STAFF PRESENT: Assistant City Manager & Director of Economic Development & Tourism Alison Ortowski, Chief Financial Officer & Board Treasurer Sharen Jackson, Police Chief James Brandon, Director of Public Works Rob Cohen, Deputy Director of Community Services Kate Meacham, Tourism Marketing Manager Cambria Jones and Deputy Director of Economic Development Daniel Cortez. 1. Call to order Board President Martin Schelling called the meeting to order at 6:00 p.m. 2. Consider approving the minutes from the January 28, 2020 Community Enhancement and Development Corporation meeting A motion was made to approve the minutes from the January 28, 2020 meeting as presented. Motion: Sturtevant Second: Mundlin Ayes: Schelling, DeCaro, Sturtevant, Mundlin, Wang Nays: None Abstain: None Vote: 5-0 Motion Carried — APPROVED January 28, 2020 CEDC Minutes a. Financial Reports i. The Marq Southlake financial highlights and membership sales report Chief Financial Officer and Board Treasurer Sharen Jackson presented the following performance data for The Marq: • The memberships at The Marq are currently exceeding established targets with 2,479 active memberships and a FY 2020 goal of 2,044 memberships. • Revenue-to-date is strong largely due to memberships hitting a new high of 2,418 members in December with membership net revenue-to-date of $693,405 as the largest driving force. • There was a slight decrease in Senior Center memberships, 821 members, due to some members showing duplicate memberships. ii. Sales Tax Report Chief Financial Officer and Board Treasurer Sharen Jackson informed the Board that the Corporation has brought in revenue at$976,686 for October and November of the fiscal year, more than $70,000 over the same period last year. b. Economic and development activity report i. Development and Economic Activity Report - State of the Economy Deputy Director of Economic Development Daniel Cortez provided the board a presentation on the state of the economy in Southlake. As part of the presentation, he made the following observations: • Unemployment is at the 3.0%, the lowest rate since the City has been tracking this data. • The amount of residential activity has decreased in 2019 while the average sales price of homes has increased to $872,947. • The City has had more new businesses open in 2019 than at any other point over the last ten years. • Retail and Office occupancy rates increased in 2019 and will see increases in 2020 due to businesses scheduled to open soon. • Consumer spending also experienced a slight increase for FY 2019 to just under 1.5%. ii. Business Engagement Program Report— FY 2020 Q1 Deputy Director of Economic Development Daniel Cortez provided the board an update on the first quarter business engagement report. During Q1, 15 businesses were interviewed, and 40 new businesses were visited. 3
