RESOLUTION AUTHORIZING THE NORTH CENTRAL
TEXAS COUNCIL OF GOVERNMENTS TO PURCHASE
LAW ENFORCEMENT RADIO COMMUNICATIONS EQUIP-
MENT, PHASE II IN BEHALF OF THE CITY OF
SOUTHLAKE.
WHEREAS, the design of present law enforcement radio communi-
cations systems does not permit efficient restructuring of the
network; and,
WHEREAS, the structure of the statewide system has been
determined and implementation of regional systems will continue
on the basis of the statewide concept established by the Texas
Criminal Justice Division, Office of the Governor, State of Texas;
and,
WHEREAS, the North Central Texas Council of Governments has
submitted bidding specifications to prospective vendors, and the
Executive Board, after considering the bids, has determined the
low compliant bidder; and,
WHEREAS, it is the opinion of this City Council that the best
interest of the citizens of the City of Southlake will be served
by participating in this cooperative program; now,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, THAT:
1. The City of Southlake desires to participate in the
cooperative purchase of law enforcement radio com-
munications equipment, Phase II.
2. The North Central Texas Council of Governments is
authorized to enter into binding contract with the
low compliant vendor and to purchase communications
equipment in behalf of the City of Southlake.

3. This City understands that the Texas Criminal
Justice Division is providing 75% funding and
that the amount of $1474.73 is our matching
share for the purchase of the equipment and the
administrative and engineering cost of the pro-
ject.
4. To indicate the City's desire to participate in
this program, a copy of this resolution will be
forwarded to the North Central Texas Council of
Governments.
5. The City's matching share will be forwarded to
the North Central Texas Council of Governments
upon notice of grant award.

CERTIFICATION OF SPECIAL CONDITIONS
Project Title: Law Enforcement Radio Communications Program: Equipment Purchase - Phase 11
Grantee: North Central Texas Council of Governments
This is to certify that:
1. No other equipment owned by this agency is available for the project.
2. Grant funds will not be used to provide reimbursement for the purchase price of
equipment already owned by this agency except through permissible depreciation
or use allowance actually charged to this agency.
3. If equipment is used for purposes other than this project, the appropriate proration
of costs to each activity involved will be effected.
4. Allowability of the cost of equipment purchased with federal funds will be reduced
to the extent of resale or recovery value where use of such equipment for carrying
out the purposes of the grant project is discontinued (during the life of the project)
or use for law enforcement purposes is discontinued (after completion of the project)
unless all credit relating to such contingencies as set forth in Section C3 of
Circular A-87, "Applicable Credit", are applied to offset or reduce grant charges.
Circular A-87 is reprinted in the Appendices section of the Texas Criminal Justice
Division publication "Policies and Procedures Governing Action Grants."
5. In compliance with the requirement *that federal funds made available under Part C,
Title I, Public Law 90-351, as amended, be used so as "not to supplant state or local
funds", this is to certify that the below described recipient of federal funds under
Part C, Title 1, Public Law 90-351, as amended, will use such funds to increase
state or local funds that would, in the absence of such federal aid, be made available
for law enforcement purposes.
6. The equipment distributed or to be distributed has been or will be properly recorded
on the property records of Southlake
