3. CONSIDER:
3A. APPROVE MINUTES FROM THE FEBRUARY 11,2020 CRIME CONTROL AND PREVENTION DISTRICT BOARD
MEETING APPROVED 5-0
Discussion took place.
Motion: Eric Lannen proposed a motion to approve the minutes from the February 11, 2020
CCPD Board meeting with corrections.

3B. APPROVE THE AMENDED FISCAL YEAR 2020 CRIME CONTROL AND PREVENTION DISTRICT OPERATING
BUDGET APPROVED 5-0
The purpose is to seek board consideration of the revised Fiscal Year 2020 annual operating
budget which was developed pre-COVID-19. As a result of the economic impact to sales tax and
interest income, required adjustments are needed to reduce revenue projections by $500,899.
This is the best projection given the state of the economy due to COVID-19. April sales tax
numbers were not available for this meeting. Sharen advised that sales tax collections are
expected to be reduced by 25% through the end of the year. There will also be a reduction in
interest earned on investments. The Board was assured that even with reduced sales tax
collections the CCPD is in good financial shape. The City has applied for CARES Act grant funds

so there is the possibility that the CCPD will receive grant funds for the School Resource Officer
program.
Discussion took place.
Questions were addressed by Sharen Jackson and Assistant Chief Casey.
Motion: Eric Lannen proposed a motion to approve the amended Fiscal Year 2020 Crime
Control and Prevention District Operating Budget.

4. DISCUSSION
4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX
The sales tax report reflects sales tax collections through March 2020. The report indicates an
eleven percent reduction due to COVID-19. Sales slowed down during April and May due to retail
and restaurant closures.

4B. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM
School Resource Officers were reallocated to the Patrol and Criminal Investigations Divisions
once schools were closed due to COVID 19. There are two candidates for SRO vacant positions
going through background checks and testing_ It is expected that one of the candidates will
receive a conditional job offer within the next two weeks. Staff is working on getting the two
candidates hired and trained before the start of the new school year.

4C. DISCUSSION OF UPCOMING PUBLIC SAFETY NEEDS
The list of items being presented is for the Board's review only. There will be no action required
at this meeting. The Board will be asked for approval of requested items at the next CCPD
meeting.
1. CAD/RMS replacement (Second installment of a total
contribution of$420,000 which is Southlake's estimated $210,000
portion of the system)
2. Taser replacement program (staggered 5-year $ 20,536
replacement program)
3. Body Worn Camera System—transfer station $ 1,510
