2020-07-30 ar% CITY OF SOUTHLAKE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING MINUTES: JULY 30, 2020 LOCATION: Southlake DPS Headquarters Facility 600 State Street, Community Room Southlake, Texas 76092 TIME: 6:00 p.m. CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS PRESENT: David Barnes, Eric Lannen, Ken McMillan, President, & Frank Powers CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS ABSENT: Robert Williams, Vice-President STAFF PRESENT: Assistant City Manager Alison Ortowski, Assistant Police Chief Ashleigh Casey, Chief Financial Officer/Board Treasurer Sharen Jackson and PD Admin./CCPD Secretary Diana Green 1. REGULAR SESSION WAS CALLED TO ORDER: 6:01 PM 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non-agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during public forum limit remarks to three minutes or less.) The forum was opened. No one was present to address the Board. The forum was closed. 3. CONSIDER: 3A. APPROVE MINUTES FROM THE JUNE 9, 2020 CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING APPROVED 4-0 Discussion took place and corrections were noted. Motion: Frank Powers proposed a motion to approve the minutes from the June 9, 2020 CCPD Board meeting with revisions. Second: Eric Lannen 3B. APPROVE THE AMENDED FISCAL YEAR 2020 CRIME CONTROL AND PREVENTION DISTRICT OPERATING BUDGET AND ADOPTION OF FISCAL YEAR 2021 CRIME CONTROL AND PREVENTION DISTRICT OPERATING BUDGET. PUBLIC HEARING APPROVED 4-0 Due to COVID-19 there was a reduction in sales tax collections and interest income. Therefore, revenue has been reduced by $175,437 for fiscal year 2020. It is estimated that there will be $4,148,392 in reserves in the operating fund at the end of the fiscal year. The fiscal year 2021 proposed budget includes a seven percent reduction in sales tax. Some level of recovery is expected, but it is expected to be slow. The proposed operating budget provides for the continuation of the SRO funding ($1,229,704) and Town Square security initiative ($57,280). It also includes projected sales tax and interest income of$1,787,330. City of Southlake Values: Integrity♦ Innovation♦ Accountability• Commitment to Excellence♦ Teamwork Minutes of the July 30, 2020 Crime Control and Prevention District Board Meeting Page 2 of 3 Proposed expenditures for FY 2021 include: CAD/RMS Software replacement $420,000 Tasers replacement program $ 20,536 Body Worn Camera System —transfer station $ 1,510 Funding requested for fiscal year 2021 CCPD operating fund for operations is $1,742,030 and an operating transfer out of$71,493 for indirect charges leaving an ending balance of$4,122,199. Motion: David Barnes proposed a motion to approve the amended fiscal year 2020 Crime Control and Prevention District operating budget and adoption of fiscal year 2021 Crime Control and Prevention District operating budget. Second: Frank Powers 4. DISCUSSION 4A. UPDATE ON CRIME CONTROL AND PREVENTION DISTRICT SALES TAX The report indicates reductions in sales tax collections due to COVID-19. Despite the reductions, year-to-date sales tax collections are slightly higher in comparison to the same time last year. However, sales tax collections are anticipated to be lower through the remainder of the year. Discussion took place. Questions were addressed by Sharen Jackson. 4B. UPDATE ON SCHOOL RESOURCE OFFICER PROGRAM One candidate has been hired and is due to start August 3, 2020 and a current Officer has transferred from the Patrol Division to fill one of the SRO vacant positions. All School Resource Officers are scheduled to return August 10, 2020. Staff are working to prepare for the beginning of the school year taking into consideration changes due to COVID-19. They are working on ways to communicate virtually with students and teachers. Information about the school board meeting was shared. Discussion took place. Questions were addressed by Assistant Chief Casey. Note: Next CCPD meeting is scheduled for October 13, 2020 at 6:00 PM. 6.
