WORK SESSION: 1. CALL TO ORDER Work Session was called to order by Mayor Laura Hill 5:31pm. 2. INVOCATION: CLAYTON REED Mr. Clayton Reed provided the invocation. Mayor Laura Hill led the pledges of allegiance to the United States and Texas Flags. 3. SOUTHLAKE BUSINESS SPOTLIGHT – EPICENTER FOR THE ARTS Director of Economic Development and Tourism Daniel Cortez introduced a video showcasing Epicenter for the Arts, a local Southlake business. 4. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on the consent agenda. REGULAR SESSION: Immediately following the work session 1. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney; Section 551.072 deliberation regarding real property; and Section 551.089 deliberation regarding security devices or security audits. City Council adjourned for Executive Session at 5:40pm. Executive Session began at 5:50pm and concluded at 6:50pm. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:05pm. 3. REPORTS: 3A. MAYOR’S REPORT 3B. CITY MANAGER’S REPORT CONSENT AGENDA: All items listed below are considered to be routine by the City Council and will be enacted with one motion. There will be no separate discussion of items unless a Councilmember or citizen so requests, in which event the item will be removed from the general order of business and considered in its normal sequence. 4. CONSENT: 4A. APPROVE MINUTES FROM THE JANUARY 19, 2021 REGULAR CITY COUNCIL MEETING. 4B. APPROVE MINUTES FROM THE JANUARY 27, 2021 CITY COUNCIL WINTER WORKSHOP. 4C. APPROVE RESOLUTION NO. 21-003, APPOINT A CHAIRPERSON OF THE BOARD OF DIRECTORS OF TAX INCREMENT REINVESTMENT ZONE NUMBER ONE FOR THE 2021 CALENDAR YEAR. 4D. APPROVE A CONTRACT RENEWAL FOR THE SOUTHLAKE TOWN SQUARE PARKING GARAGE & STREET SWEEPING, POWER WASHING, AND PORTER SERVICES TO SOUTHLAKE LEASING AND MANAGEMENT DBA REGENT SERVICES IN AN AMOUNT NOT TO EXCEED $135,000. 4E. APPROVE AN ENGINEERING SERVICES AGREEMENT (ESA) WITH KSA ENGINEERS, INC. (KSA) TO PROVIDE ENGINEERING DESIGN SERVICES REGULAR CITY COUNCIL MEETING MINUTES, FEBRUARY 2, 2021 Page 3 of 6 FOR PAVING AND DRAINAGE IMPROVEMENTS AT CREEKSIDE DRIVE IN AN AMOUNT NOT TO EXCEED $173,852. 4F. APPROVE THE RENEWAL OF A CONTRACT WITH TACTICAL SYSTEMS NETWORK FOR TOWN HALL AND MARQ SECURITY IN AN AMOUNT NOT TO EXCEED $274,200. 4G. APPROVE ZA21-0002 PLAT SHOWING FOR LOTS 25 AND 26, O.W. Applicant requested this item be tabled to the next Council meeting. Motion was made to Table Item 6A, Resolution No. 20-057, (ZA20-0064), Specific Use Permit for a Residential Solar Energy System on property described as Lot 1, Block 7, Chapel Downs Addition, City of Southlake, Tarrant County, Texas and located at 923 Dove Creek Trail to the February 16, 2021 Council meeting. Motion was made to approve Item 7B, Ordinance No. 480-DDDDD, 1st Reading, Amendments to Zoning Ordinance 480, as amended to allow the administrative approval of Solar Energy Systems (Solar Panels) meeting certain design and location criteria, subject to Staff Report dated January 26, 2021, and noting the following: - Approval of ordinance 480- DDDD as presented noting that the council is approving amendment #5. Motion was made to approve Item 9A, SV20-0019, Sign Variance for Il Calabrese located at 1281 E. SH 114, subject to Staff Report dated January 26, 2021, and noting the following: - Approving the east elevation upper story sign as presented and granting the variances outlined in the staff report. - Approving the north elevation sign, Option A and granting the variances outlined in the staff report.
