CITY COUNCIL ABSENT: Mayor Pro Tem Shawn McCaskill and Councilmember Ronell Smith. SOUTHLAKE ARTS COUNCIL MEMBERS PRESENT: Chair Tamara McMillan, Deanna Kienast, Beatrice Terrazas, Heather Engelhardt and Jesika Cook. SOUTHLAKE ARTS COUNCIL MEMBERS ABSENT: Mimi Tran, Terri Messing and Nadia Hassan. STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Alison Orlowski, Deputy Director of Public Relations Pilar Schank, Police Chief James Brandon, Fire Chief Mike Starr, Director of Human Resources Stacey Black, Director of Economic Development and Tourism Daniel Cortez, Senior Director of Planning and Development Services Ken Baker, Operations Manager Customer Service Melody Andersen, Director of Community Services Chris Tribble, Director of Public Works Rob Cohen and City Secretary Amy Shelley. 1. CALL TO ORDER JOINT MEETING WITH SOUTHLAKE ARTS COUNCIL Mayor Laura Hill welcomed everyone and called the Joint meeting to order at 5:40pm. 2. JOINT MEETING WITH THE SOUTHLAKE ARTS COUNCIL 2A. PARK VILLAGE ART Assistant City Manager Alison Ortowski and Southlake Arts Council Chair Tamara McMillan provided an overview on the Park Village Art. Chair McMillan stated the Arts Council will work with the artist on the preferred concept. Mayor Hill stated she would like to have the piece before the Stars & Stripes event in July. Mayor Hill expressed her appreciation to the Arts Council and the work they have provided during her time as Mayor. 3. ADJOURNMENT OF THE JOINT MEETING WITH THE SOUTHLAKE ARTS COUNCIL CITY COUNCIL WINTER WORKSHOP MEETING MINUTES, JANUARY 27, 2021 Page 1 of 4 Mayor Hill adjourned the Joint meeting with the Southlake Arts Council at 6:05pm. MAYOR HILL CALLED FOR A SHORT BREAK AT 6:06 P.M., AND RECONVENED AT 6:08 P.M. CALL TO ORDER COUNCIL WINTER WORKSHOP Mayor Laura Hill called the Winter Workshop to order at 5:40pm. City Manager Shana Yelverton welcomed everyone to the Winter Workshop and provided an overview of the workshop agenda. 5. DISCUSSION: INFRASTRUCTURE 5A. BOND ELECTION FOR STORM WATER MANAGEMENT/OPEN SPACE PROGRAM City Manager Shana Yelverton introduced Chief Financial Officer Sharen Jackson provided a revisit of the issue a bond election for a storm water management/open space program and then discussed next steps. Mayor Hill suggested this item be placed on the November ballot. 6. DISCUSSION: PERFORMANCE MANAGEMENT Councilmember Ronell Smith joined the meeting at 6:50pm. 6A. ECONOMIC DEVELOPMENT UPDATE City Manager Shana Yelverton introduced Director of Economic Development and Tourism Daniel Cortez who provided an overview of economic development information and answered questions from Council. CEDC FINANCIAL REPORT City Manager Shana Yelverton introduced Chief Financial Officer Sharen Jackson who provided an overview of financials related to the Community Enhancement and Development Corporation and answered questions from Council. 7. DISCUSSION: PERFORMANCE MANAGEMENT 7A. SOUTHLAKE 2030/2035 IMPLEMENTATION City Manager Shana Yelverton introduced Senior Director of Planning and Development Services Ken Baker who provided an overview of the Southlake 2030/2035 Implementation plan and answered questions from Council. 8. DISCUSSION: SAFETY & SECURITY 8A. FM 1709 SAFETY ASSESSMENT City Manager Shana Yelverton introduced Director of Public Works Robert Cohen who discussed the FM 1709 Safety Assessment and answered questions from Council. 9. DISCUSSION: FOCUS AREAS The purpose of this section was to provide time for Council to discuss key policy issues in each of the focus area categories. 9A. PATHWAYS PLAN STRATEGY City Manager Shana Yelverton introduced Director of Public Works Robert Cohen who discussed the Pathways Plan Strategy and answered questions from Council. There were no questions or discussion from Council relative to items 9B -9G. 9B. SAFETY & SECURITY 9C. MOBILITY 9D. INFRASTRUCTURE 9E. QUALITY DEVELOPMENT 9F. PARTNERSHIPS & VOLUNTEERISM 9G. PERFORMANCE MANAGEMENT 10. ADJOURNMENT Mayor Hill thanked the staff for their hard work and dedication to the City and adjourned the workshop at 8:22pm.
