Agenda Item No. 1 - Call to Order—Chair Hutton called the meeting to order at 6:35 PM.
Agenda Item No. 2 -Administrative Comments-Chair Hutton introduced Public Works Administration
Director Price, and Deputy Director Thomas.
Agenda Item No. 3 -Approval of Minutes from the February 14, 2006 SPIN Standing Committee Meeting—
Motion to accept minutes as submitted.
Motion: Jeff Wang
Second: Boyd Dollar
Motion was unanimously approved.
Agenda Item No. 4— Presentation by Department of Public Works— Director Price, assisted by Deputy
Director Thomas, provided an overview of upcoming road projects within the city:
• Southlake Boulevard resurfacing and re-striping. This six month activity will begin in June 2006 at
Highway 377, working west in 4 sections to Highway 114. Sixteen specific areas have been
designated deceleration/turn lanes by Texas DoT.
• Randol Mill Road and Southlake Boulevard intersection improvement. Approval is expected
Summer 2006.
• Whites Chapel and Continental Boulevard roundabout. This activity is funded and plans are in work.
Agenda Item No. 5 -2006 Executive Officer Elections— Elections were conducted for the offices of Chair,
Vice Chair and Secretary, resulting in the following:
Chair: Mike Terry
Vice Chair: Jon Wiersum
Secretary: Ray Tremain
Roger Hutton handed over his chairmanship to Mike Terry.

Agenda Item No. 6— Review Status of SPIN Events: SPIN Into Spring, Candidates Forum/Bond Program,
and Fall Forum—Ben Thatcher reported the Candidates forum has been replaced by the Bond Program.
This event will be held on April 13 and chaired by Commissioner Whitley.
Cara White reported on the 50th Anniversary Fall Forum. Gary Fickes has agreed to support the event. Cara
will be coordinating with the new Hilton Hotel for hosting the event. Cara has had difficulty coordination SPIN
efforts with the city due to availability of the committee chairperson, but is pressing ahead with plans.
Agenda Item No. 7— Neighborhood Reports—
• Alan Hochstein (#3)— his neighborhood is upset with the sewer system, and is working with the city
Department of Public Works to resolve.
• Jon Wiersum (#16)—A campaign is being organized by nearby residents against the proposed
Continental Greens development
• Cara White (#1)— A parcel of land adjoining Bob Jones Park is undergoing an environmental
assessment.
• Jim Jeppe (#9W)— Four lots of 1500 homes remain in Timerron
• Lou Hillman (SPIN#6)—The Patterson Pond addition is going smoothly; Senator Nelson has submitted
an accommodation for SPIN's Citizen of the Year award
• Ray Tremain (SPIN #9E)—A meeting has been scheduled between the United Methodist Church and
the attorney representing the cemetery at Whites Chapel and Southlake Boulevard
• Jan Francis(SPIN#5)—Approved developments in the area are ongoing
• David Baltimore (SPIN Senior Representative)—There has been no word on the Sunrise property; the
Foxborough development has refused to meet with the developer
• Susan Collen (10) —nothing to report
• Kim Harper(#14) —nothing to report
• Jeff Wang (SPIN#7)—There are several construction projects underway; there is a need for a quick
in/out parking spot outside of City Hall
• Boyd Dollar(SPIN#1)— nothing to report
• Roger Hutton (#11)—nothing to report
• Mike Terry(SPIN#13)— Hawthorne Place has withdrawn their development plans (SPIN #12); nothing to
report on SPIN #13
Agenda Item No. 8—Open Forum—Ben Thatcher reported on four items of interest:
• A SPIN RSS will be available; additional information was provided in a handout
• Free wireless internet access (Wi-Fi) is now available at the city library
• Reporting for Wendi Carlucci, all SPIN members have been asked to evaluate their
respective SPIN areas associated with the Adopt a Street program, and report results to Ben
by April 8th
• Ben will submit a statewide application on behalf of SPIN for its neighborhood involvement
Roger Hutton announced his twelve year tenure with SPIN will conclude over the next 30-45 days due to his
decision to relocate outside of Southlake. Roger served as SPIN Chairman for the past two years. The
SPIN Standing Committee thanks Roger for his many contributions to SPIN and to the City of Southlake, and
wishes him and his family well.
Agenda Item No. 9—Adjourn—Chair Terry adjourned the meeting at 8:04 PM.
