FORUM SUMMARY: Property Situation: Blessed Way and East State Highway 114 Details: Applicant, David Karr is proposing a mixed -use development with two 5-story office buildings, a parking garage, and a 5-story hotel. The proposed site will be developed in multiple phases. • Phase 1 is a class -A multi -story office building. • Phase 2 would be a 2nd, class -A multi -story office building and parking structure. • A full -service hotel will be developed in either phase 1 or 2 with possibilities of restaurants also being developed. The hotel will have approximately 170 rooms. Applicant's goal is to gain the site approval from City Council for the 1st phase of office/hotel, and approval of the zoning and concept plan for the remaining of the site, and not approving the site plan/ building layouts nor facades, for the remaining site. Once the proposed development has been approved, the project would be completed in 24 months. With current erosion and water control issues a new development will potentially increase runoff volume and erosion on ponds and creeks in Southlake Glen neighborhood/Gateway Lakes Park. The current down flow of water and levels have already proven to be an issue for this neighborhood and those surrounding. The city has already approved some support with these current issues and adding more potential water runoff and volume/stress to these bodies of water could compromise the plan and protection to existing homes and protected land/park space. I would prefer there to be no development here at all, but at a minimum a comprehensive drainage study needs to be done not just for this exact piece of land but the surrounding communities. The turf football field at the middle school exacerbated the situation and the Toll Brothers development was not properly studied either. With current erosion and water control issues a new development will potentially increase runoff volume and erosion on ponds and creeks in Southlake Glen neighborhood/Gateway Lakes Park. The current down flow of water and levels have already proven to be an issue for this neighborhood and those surrounding. The city has already approved some support with these current issues and adding more potential water runoff and volume/stress to these bodies of water could compromise the plan and protection to existing homes and protected land/park space.
