LAN DSCAp.E.ARCtL[TECTURE _ SAGE: GROUP, INC. C.- October 22, 2007 CA07-00 Mr. Ken.Baker Director, Planning and. Development Services City of Southlake 1400 Main Street, Suite310 Southlake. Texas 76092 RE: Kimball Lake Office Park Dear Ken-, u%e are pleased to present.for your consideration "'Kimball Lake Office Parks" a proposed 14.4 acre Office and Commercial Development on -.N-. Kimball Avenue, in Southla.ke. We are asking for a change. from, the current ".AG" zoning to "SP-2, Generalized Site.Plan District;" for O,f fice and selected Commercial Uses, with detailed Site :Plan approval for the'Phase 1 area. The property is currently undeveloped, save.for an existing older house which will be removed as a part of this development, and an overhead electric transmission line with one support tower. NNIhile itiS curfentlyzoned Agricultural,,the City of South.lake Future Land Use Plan recommends this area:be developed as "Mixed Use." with an "EC.R- Employment Center Residential" option. Our proposal is consistent with that: recommendation. The property its along the'west side of Ki3nball Avenue; approximately 'one cjuatxer, mile north of SH 114. Iris north of the MESCO Addition and Brianwod Estates, and immediately adjacent to the existing TXU Electric Substation. To both the west and north is undeveloped property owned by Gateway Church, with whom we bave been working to coordinate a variety of development issues of interest to both parties, including drainage and die location of the future ekti nsion of Kirks ood Avenue, a thoroughfare designated as a 4 lane did%ided:arterial on the Southlake Master Thoroughfare Plan. Gateway Church has, of course: recently received zoning approval for tl e.phased development of their property as a church campus. .across Kimball Avenue to the east, the land is currently vacant; how=ever the majority of it will be developed in. the near, future as the "Estancia" R-Pt D,'with which we are coordinating our entry drive and drainage. The site exists as primarily open grassland, with a smattering of trees- mostly Mesquites and Ilackberries, and a couple of Elms and Pecans. Ilowever, one area- the northwest corner- contains a rather dense.swath of .higher quality trees, primarily Elms and Oaks. I-..i0 14%,CARRDLL AVENUE--SUITE 200 -SOUTHLAK:E TEAS 76092' _ - TEL 817,=125..:2626 FAUX. X8 17.y24,2890 Statement of Intent and Purpose: The intent of this zoning request is to enable the construction:of a well,, designed h.igli quality Commercial Office Park enyironmen.t, meeting the market for such uses arid. businesses in.a wav that is consistent with the.ll gh expectations ofthe City of Southlake. The design, architecture and landscaping of this development will set anew standard of quality for this relatively undeveloped portion.. of Kimball Avenue, and will hopefully actas.a catalyst 'to spur additional. development. And investment by"others in a similar. quality manner.. As indicated.on the "Concept.Plan. and Phase I Detailed Site Plan;" we have divided. up the propert y into several development parcels, starting with a detailed site plan for Phase. Land a conceptual "`bubble diagram" for subsequent ,phases: The Concept Plan is structured to allow for the highest and best uses to be developed in those areas where good exposure.an.d compatible adjacency allow., while at the same time being mindful of any potential conflicts with existing adjacent, uses, and. layering the development accordingly, The Concept Plan *also shows a concentration of Open Space in the area of best: :existing tree cover, in an.effort to.rniaxirnize the saving of those quality trees. Phase I has been designed to take advantage of our. only current access and exposure (from Kimball Ave) with immediately marketable;. low scale Professional Office. Once Kirkwood is guilt, we. would hope to capitalize on the. resulting highly accessible `'corner" with a Cornnmercial rase appropriate for this area of town. Parcel D:overlooks a large existing lake.on the. Gateway Church property (which would remain). The resulting "view" amenity would, we believe, enable a higher intensity Off ce use; or even, an. attractive Hotel location; .Parcels B & C xvould continue one or two story. .Offiice, gathering primary access: from the future Kirkwood. Parcel.E is infended.to `'buffer" the adjacent residential with low intensity 'Office., limited to one:storV, supplemented by a vegetative screen of at least 8' in. height. An Open Space lot would he located..in: the northwest corner, responding to say,e the one dense "tree swath" area as a tree preserve/ park. 'The entire development would be :linked together with common access drives and packing areas. In addition, we would hope to overcome our immediate adjacency to the Electric Substation with a landscaped buffer stri p, supplementing the existing 8' brick masonry wall. .Phase 1 - Design and. Architecture: The design approach for the buildings in Phase I of Kimball Lake Office Park is to combine natural. colors, materials. textures and architectural detailing to recreate the warmth and charm of Tuscanv, ]taly. The natural stone color is. consistent with the browns, reds and tans found. in. the central Italian regions, as are the terracotta colored barrel tile shingles. The. textured stone laid in an.ashlar pattern and the exposed wood. with it's.rough hewn edges, reinforce the Tuscan style: Other authentic details include natural stone walkways, exposed wood brackets which shoulder low pitched shed roofs; arched stone entr vAvayslined with sliced brick, rough:cedar shutters and high transom, windows in gables. The finishing touch includes weathered copper colored half round gutters with round down spouts and }land forged ,Ntought iron doors to support the rustic Italian style. The courtyards between the buildings feature winding walkways that lead visitors through open, Tough wood trellis work, spanning stone columns.. An abundant use of native trees, bushes, vines. ground:cover and seasonal plantings will be easily viewed from many ofthc court v ew offices. The floor plans call 66r ample access to the outdoors, which allows foi-great dews to the well appointed courtyards. The extensive windows and glass doors used throughout the project help to create an openness to the outside, which will blur the line between the indoors and outside and create a unique vet relaxing working environment. As always, we look forward to working with you: and your staff to provide a quality project for the Southlake P&L and City Council to consider. I have attached additional documents specifying the requested S-P-2 development regulations and variance requests. Should, you have any questions or require additional information and exhibits, please contact me. :Best Regards, SAGE GROUP, INC. ~N• 'Curtis W.
