REGULAR PLANNING & ZONING COMMISSION MEETING NOVEMBER 19, 2020
LOCATION: Council Chambers, 1400 Main Street, Southlake, Texas, 76092
MEMBERS PRESENT: Craig Rothmeier, Gina Phalen, Michael Springer, Mike Forman,
Amy Torres-Lepp, and Scott Dyche.
MEMBERS ABSENT: Chairman Kubiak
STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker;
Deputy Director of Planning & Development Services Dennis Killough; and Commission
Secretary Lydia Ruiz.
WORK SESSION:
1. CALL TO ORDER:
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:
Consultation with attorney.

3. Recap of City Council’s action and discussion on Planning and Zoning recommended
cases.
4. Discussion of all items on tonight’s meeting agenda.

3. ADMINISTRATIVE COMMENTS.
Deputy Director Dennis Killough advised the Commission of a Corridor Planning
Committee Meeting scheduled for December 9th; two items on the agenda, but possibly
one additional case. First P&Z meeting in 2021 is January 7th.
4. VICE CHAIRMAN FORMAN COMMENTS
Vice Chairman Forman inform the public and Commission of Chairman Kubiak’s absence
and will return for January’s meeting.

5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND
ZONING COMMISSION MEETING HELD ON NOVEMBER 5, 2020.
A motion was made to approve item 5, Planning and Zoning minutes from the November
5, 2020 meeting.

DESCRIBED AS LOT 1, L. LINCOLN NO. 981 ADDITION, AN ADDITION TO
THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT
2311 LONESOME DOVE RD., SOUTHLAKE, TEXAS. CURRENT ZONING:
“AG” AGRICULTURAL DISTRICT. PROPOSED ZONING: “SF-1A” SINGLE

Deputy Director, Dennis Killough did not present item 6 as it was formally presented
during Work Session; questions were asked.
Applicant – Patrick Gray, represents owner Gazim Idoski, 901 Vintners Court, Grapevine,
Texas, came forward to speak and answer questions; no questions were asked.

from the City’s website in regard to item 6:
1) Michelle Lonergan, in opposition but did not wish to speak; and
2) Scott Lonergan, in opposition but did not wish to speak.
Vice Chairman Foreman closed the public hearing.
A motion was made to approve item 6, subject to the staff report dated November 13,
2020, and subject to the concept plan review summary #2 dated November 12, 2020.

TRACT 4A5, FRANCIS THROOP SURVEY, ABSTRACT NO. 1511,
SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT 1507 E. DOVE
RD., SOUTHLAKE, TEXAS. THE CONCEPT PLAN ALSO INCLUDES
PORTIONS OF TRACTS 3A AND 5D1A, FRANCIS THROOP SURVEY,

Lane, Lewisville, Texas, came forward to speak and answer questions.
Vice Chairman Forman opened the public hearing.
No one came forward. Vice Chairman Forman read four responses in regard to item 7:
1) Benjamin Anderson, undecided but provided comments;
2) Frances Hull, in favor;
3) Robert Poole, undecided but provided comments; and
4) David Zuck on behalf of Arizona Living Trust, in favor.
Vice Chairman Forman closed the public hearing.
A motion was made to approve item 7, subject to the staff report dated November 13,
2020, and concept plan review summary #2 dated November 12, 2020.

TEXAS. CURRENT ZONING: “S-P-2” GENERALIZED SITE PLAN DISTRICT.
SPIN NEIGHBORHOOD #8. PUBLIC HEARING
Deputy Director, Dennis Killough did not present item 8 as it was formally presented
during Work Session; no questions were asked.
Applicant – Clay Cristy, with Claymoore Engineering, 1903 Central Drive, Bedford, Texas,
came forward to speak and answer questions.
Vice Chairman Forman opened the public hearing.
Bobby Struempler at 700 Whispering Wood Circle, Southlake, Texas came forward to
speak in opposition.
Applicant addressed concerns made by citizen with Commission.
Vice Chairman Forman closed the public hearing.
A motion was made to approve item 8, subject to the staff report dated November 13,
2020, and the plat review summary #2 dated November 13, 2020; and encouraging
further discussion between Mr. Struempler, the Applicant, and the City; with further
encouragement that the discussion regarding the drainage plans presented by the
Applicant be held prior to the time item 8 is presented at City Council.
