REGULAR PLANNING & ZONING COMMISSION MEETING NOVEMBER 5, 2020
LOCATION: Council Chambers, 1400 Main Street, Southlake, Texas, 76092
MEMBERS PRESENT: Craig Rothmeier, Daniel Kubiak, Gina Phalen, Michael Springer,
Mike Forman, and Scott Dyche.
MEMBERS ABSENT: Commissioner Torres-Lepp
STAFF PRESENT: Sr. Director of Planning and Development Services Ken Baker;
Deputy Director of Planning & Development Services Dennis Killough; and Commission
Secretary Lydia Ruiz.

1. CALL TO ORDER:
2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas
Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate
herein. Executive Session may be held, under these exceptions, at the end of the
Regular Session or at any time during the meeting that a need arises for the Planning
and Zoning Commission to seek advice from the City Attorney as to the posted
subject matter of this Planning and Zoning Commission meeting. Section 551.071:

ZONING COMMISSION MEETING HELD ON OCTOBER 22, 2020.
A motion was made to approve item 5, Planning and Zoning m inutes from the October
22, 2020 meeting.

6. CONSIDER: RESOLUTION NO. 20-044, (ZA20-0051), SPECIFIC USE PERMIT
FOR A RESIDENTIAL SOLAR ENERGY SYSTEM ON PROPERTY DESCRIBED
AS LOT 6, BLOCK 7, CARILLON PHASE 4C, CITY OF SOUTHLAKE,
TARRANT COUNTY, TEXAS AND LOCATED AT 821 LAKE CARILLON LANE,
SOUTHLAKE, TEXAS. CURRENT ZONING: “EZC” EMPLOYMENT CENTER
DISTRICT. SPIN NEIGHBORHOOD #3. PUBLIC HEARING
Deputy Director, Dennis Killough did not present item 6 as it was formally presented and
tabled at the October 22, 2020 meeting; questions were asked.
Applicant – Sam Gattoo with Mission Solar, 7007 Hillwood Drive, Sachse, Texas came
forward to speak and answer questions.
Chairman Kubiak opened the public hearing.
Tom Lahoda, Developer of Saddleback Ridge Estates, 5025 Preservation Avenue,
Colleyville came forward to ask a question.
Chairman Kubiak closed the public hearing.
Commission continued to discuss the concerns with the applicant.

A motion was made to approve item 6, subject to the staff report dated October 30, 2020,
further subject to Specific Use Permit staff review #10 dated October 16, 2020, and noting
the comments made earlier in the Applicant’s agreement to bring additional information
to City Council.

AT 4308 SADDLEBACK LANE, SOUTHLAKE, TEXAS. CURRENT ZONING:
“SF-1A” SINGLE FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD
#1. PUBLIC HEARING
Deputy Director, Dennis Killough did not present item 7 as request was previously
approved for a 3-year term and request is for another 3-year term; questions were asked.

Avenue, Colleyville, Texas, came forward to speak and answer questions.

BLOCK 1, SABRE GROUP CAMPUS ADDITION, AN ADDITION TO THE CITY
OF SOUTHLAKE, TARRANT COUNTY, TEXAS AND LOCATED AT 1901 W.
KIRKWOOD BLVD., SOUTHLAKE, TEXAS. CURRENT ZONING: “NR-PUD”

Deputy Director, Dennis Killough presented revised concept plan for item 8 and opened
for questions.
Applicant – David Karr, 405 S. Kimball Avenue, Southlake, came forward to give a brief
presentation and answer questions.
Chairman Kubiak opened the public hearing.
No one came forward.
Chairman Kubiak closed the public hearing.
Applicant made final comments to the Commission.
A motion was made to approve item 8, subject to the staff report dated October 30, 2020,
further subject to the concept site plan review summary #10 ten dated October 16, 2020,
specifically approving all three variances requested ; noting the Applicant’s willingness
and agreement the out parcels will only allow for sit-down restaurants; noting the
Applicant’s willingness to clean-up the renderings and provide more accurate renderings
with respect to colors, details, features, additional views ; noting the Applicant’s
willingness to evaluate and identify dumpster locations for the two out parcels ; and also
noting the Applicant’s willingness to evaluate parking spots especially near access points.
