Good morning, I am writing you once again in opposition of the Conservation development. While I am
reattaching the same letter of - two weeks ago, I do want to highlight a couple of items for your consideration,
those have to do with flexibility and working with us as a neighborhood. In referring back to the first reading
meeting video and discussion, there were several items requested of Mr. Boyd prior to the second reading; ( I am
paraphrasing)
Continue to work with the neighbors to find solutions and compromise
Focus on road access and reduce impact to myself and other neighbors
Reduce density of lots
I have taken to heart your request to all of us to be open to change and working with Mr. Boyd on compromise. In
reviewing the submission, I can only see one element that was potentially addressed, not committed, and that
was moving the road north away from my and Mr. Housmann's property line. While other information may be
presented tonight outside the presentation on the City's web site, I have not seen or been a part of any discussion
that supports your request for the parties to work together. Again, as I noted in my letter two weeks ago I did
reach out to Mr. Boyd on details of the road, (landscaping around the culverts, and the impact of concentration of
drainage to a single point, etc.) which have gone unanswered. As for the lot density, no changes have been
made.
Given the lack of follow up and any committed compromise, I continue to oppose this development as submitted.

Dear Mayor and Council Members,
My name Jack Fredricks, along with my wife, Rose Fredricks and our family, we have lived in our property at
2960 Burney Ln for over 15 years and are registered voters in the City of Southlake. Today there is a significant
request being brought forward to the City Council, the Conservation Development, which we are opposed to.
I believe all property owners have the right to develop their property, within the guidelines of any restrictions
attached to the land. However, I do not believe the Housmans', or any other owner within Harbor Oaks, can
arbitrarily rezone their platted lot within the Harbor Oaks Subdivision without violating the Harbor Oaks deed
restrictions. Please note, I am not opposed to development, however I view this as a force fit this a non -
neighborhood compliant development as proposed into Harbor Oaks negatively impacting from what it is today,
to something it was not intended to be, is my objection. I have and will continue to request that a development
with level of impact to our neighborhood be thoughtful in its approach and make sense for ourselves as
taxpayers of Southlake, the delicate balance of this precious land around Lake Grapevine without negative
impact to our lives and property values.
The impact on my home and property is multiple. The biggest being the loss of value if this proposal is approved
with a road that would surround my home and property on three sides. I am the single resident that has such an
impact. We have our home here, not just a lot. No existing home would have such an impact. I believe that this
should be a significant consideration of this proposed development.
Based on the first reading, many issues were raised by myself and neighbors, reference my October letter which
is attached; Two clear areas of concern were highlighted by you as members and ourselves as a community.
Those being the access to the property and the density of the development.
Given I was not fortunate enough to have most of you out at the site for a walk around, I wanted to provide
photos to provide you, I hope, a better sense of the impact. These along with photos that are already on record I
believe give you a better sense of the impact on our home and our opposition to the development.
This first photo is from my back deck behind our pool, shooting towards the Northwest rear corner which is the
critical entry point to the lower half of the development with sixty feet between my property line and the core
of engineering property. As I mentioned in the previous meeting, the basin is significant. It is estimated that
culvert placement will be fourteen to sixteen feet deep from a reference point of the Northeast corner of my
property. I hope this provides you the scale of this critical water entry point into the dry creek that runs to Lake
Grapevine. I requested details from Mr. Boyd on the build of the road at this point, which I have not received as
of this writing. In reviewing the submission package, at least at the plot view, I highlight that the existing
vegetation and trees will be completely removed not only at the street but also along the property line. This is a
critical pressure point of the project for the following reasons: noise and traffic abutting to my property,
significant erosion zone created by complete elimination of vegetation and trees, consolidation point of water
during heavy rains creating high risk point of failure, and placement of mail services where each day owners will
be stopping and starting for mail.
As you will see in the photo sitting on my back deck, I will have continuous traffic and noise with no natural
blockage / screening from the cars. Some may say, just put up a wall, this gets back to our development and the
natural approach that was taken to reduce walls and fences, fence only where necessary and open or low
fencing approach leaving as much open space and approach as possible. We have had the space to do this and it
is the feel of Harbor Oaks.
This second picture is to provide you a sense of traffic. I drove our mid-size SUV to the Northeast corner of the
property to provide a visual of the corner and the basin slope and what our new view will be to demonstrate the
impact. Of course, once the road is cut in through the basin, all of the area will be without vegetation, thus the
impact will be much greater than shown. Also, I remind you that these cars will also be traveling the side of our
property in close proximity to our home, (reference previous presentations for impact), I have been told, "no
one will even notice that the development is back there". I hope that this visual provides an understanding that
it will be very noticeable.
While, I have focused on specifics issues, I hope this information will provide context to the issues raised of
access and density. The more density equals more traffic and impact on my homestead and household. The
negative access proposed with a road surrounding our property on three sides will lower the value of our
property value. I thank you for your time and energy placed on this important project. I appreciate and thank
you for the service to our community. In closing, I ask that you deny this proposal as submitted. Please consider,
which I know you will, if this was your home of over fifteen years, in a unique neighborhood in Southlake. Is this
the best approach and development that can be completed? I say no and ask you to vote no.
