PUBLIC HEARING The requested action is to...... 2 Location Map SOUTHLAKE BOULEVARD (FM 1709) SO U T H R I D G E LA K E S P A R K W A Y BY R O N N E L S O N PA R K W A Y The location map shows the proposed drainage easement abandonment at 512 Round Hollow Lane. 3 Background Drainage easement • Homeowners request • Lot 4, Block 1 of Kirkwood Hollow Phase II subdivision • Easement recorded in Cabinet A, Slide 6044 • Rear yard of property • Easement 0.25 acres of 0.71 acre property The Homeowners of Lot 4, Block 1 of the Kirkwood Hollow Phase II subdivision are requesting that the City abandon a portion of the existing drainage easement recorded in Cabinet A, Slide 6044. The easement is located in the rear yard of the property along the South Fork of the Kirkwood Branch. The easement encompasses 0.25 acres of the 0.71-acre property. 4 Purpose Drainage study • Performed by Cumulus Design, LLC • Easement larger than necessary • Article V – Flood Hazard Reduction regulations FEMA flood insurance study FIRM Map 100-year base flood elevation One-foot of freeboard • Area determination of easement abandonment The Homeowners requested Cumulus Design, LLC, a Civil Engineering firm, to provide a drainage study to determine whether the existing drainage easement was larger than necessary. The associated FEMA Flood Insurance Study and FIRM Map, as well as the onsite topography where used to determine the 100-year base flood elevation for the property. The 100-year base flood elevation plus one-foot of freeboard, to comply with Article V – Flood Hazard Reduction regulations, was used to determine the area of the drainage easement abandonment. The existing drainage easement is wider than the existing flood plain and, based on the results of the drainage study, will remain wider than the flood plain once the subject portion of the easement is abandoned. 5 Funding FY 2021 Applicant pays filing fees The applicant has provided the City with the filing fee costs. 6 The City of Southlake provides municipal services that support the highest quality of life for our residents, businesses, and visitors.   We do this by being an exemplary model of balancing efficiency, fiscal responsibility, transparency, and sustainability.
