3. Review, discuss and make recommendations on a proposed rezoning of
property addressed as 751 and 771 E. Southlake Blvd. to allow an
approximately 4,828 square foot addition at the south end of the existing
two-story office building.
4. Review, discuss and make recommendations on a proposed rezoning of
property located on 8850 Davis Blvd. to allow the existing 1,296 square foot
building on the site to be converted from a community service use (church
facility) to an office facility use.
5. Review, discuss and make recommendations on Burney Estates, a
proposed 8 lot single family residential development on approximately 13 -
acre located at 2970 Burney Ln. and 3185 Southlake Park Dr., generally
located west of the 2900 block of Burney Ln and east of the Grapevine Lake
Corp of Engineers property.
6. Review, discuss and make recommendations on the proposed SH114 and
Blessed Way hotel and office development on approx imately 20 - acres
located at 1680 – 1750 E SH114, generally located at the northeast
intersection of the west-bound frontage road of E. SH 114 and Blessed
Way.
7. Adjournment.
MEETING
OVERVIEW:
On August 31, 2020 the Southlake 2035 Corridor Planning Committee
held their twenty-eighth meeting. The Committee was sent a packet of
materials prior to the meeting that were to be discussed during the
session. A meeting agenda was posted and the meeting time was
advertised on the City’s website. The following meeting report focuses on
discussion points made during the meeting by members of the
Committee, public and City staff. This report is neither verbatim nor does
it represent official meeting minutes; rather it serves to inform elected and
appointed officials, City staff, and the public of the issues and questions
raised by the Committee, City staff, and any attendees of the meeting.

ITEM #3 DISCUSSION – Review, discuss and make recommendations on a
proposed rezoning of property addressed as 751 and 771 E. Southlake Blvd. to
allow an approximately 4,828 square foot addition at the south end of the existing
two-story office building.
Staff presentation: Jerod Potts
• Future Land Use Plan – Retail Commercial and Office Commercial
• Current Zoning – S-P-1 (480-273A) with underlying O1 office uses
• Proposed two-story addition
o Approx. 4,828 s.f.
• Building materials would match existing buildings on the property
• Applicant not providing additional parking – existing 72 parking spaces
o Added parking in 2014
o Parked general office – 1 to 300 s.f. (meet parking requirements)
Questions for staff by the Committee:
John Huffman: Just an addition to the front building?
Jerod Potts: The addition will be on the south side of the building, further south from
1709.
Chad Patton: But there is an existing two-story building? The existing building is a two-
story building?
Jerod Potts: Existing one-story building and the applicant is proposing a two-story
building.
John Huffman: Requires zoning change?
Jerod Potts: Yes, because of the nature of the S-P-1 zoning district
John Huffman: The land use is not changing?
Jerod Potts: No, the use is not changing. The site is currently for executive suite
offices, which the applicant intends to continue.
Austin Reynolds: What is the parking ratio currently?
Jerod Potts: 1 parking spot for every 300 sq. ft. In 2014, the applicant added 17
parking spaces to their existing 51 spots with anticipation of this addition; therefore, they
meet the current parking requirements for the expansion.
Frances Scharli: Jerod, you are saying this if office use but when I drove by there
before the meeting it looks like there is a hair salon use there too… Is that considered
office or retail?

Jerod Potts: The current zoning contains underlying O1 uses, which could include a
suite that contains retail use within the bounds of O1 uses. The applicant can speak to
this.
Frances Scharli: I was just wondering if this serves as retail does it require more
parking?
Jerod Potts: There should not be retail in the space.
Chad Patton: No set-back issues?
Jerod Potts: None that we are aware of at this point.
Shawn McCaskill: If the materials match up, I do not have any questions.
Applicant presentation: Sandeep Sandhu
• Converted building to executive suites
• Approx. 60 executive suites - hoping to expand
• Parking was expanded in 2014 for medical use renting (trying to meet medical
requirement but did not pan out)
• Regarding retail use concern – 95% of suites are general office; there is one hair
salon
• Use is for executive suites only
Questions for applicant by the Committee:
John Huffman: Maintaining the stone façade?
Applicant: Yes, we are keeping it consistent.
John Huffman: No issues at first impressions.
